Annex 2 - Conditions consistent with the Operating Schedule
1 CCTV cameras shall be maintained in the premises and the tapes / records kept for a minimum of 31 days and shall be available for inspection by the police / licensing authority on request.
2 No irresponsible sales promotions of alcoholic beverages shall be offered to customers.
3 No customers carrying open or sealed bottles shall be admitted to the premises at any time that the premises are open to the public.
4 A sign will be displayed on the premises indicating the standard hours during which the sale of alcohol is permitted.
5 The Designated Premises Supervisor will be a member of the local Pubwatch.
6 A sign will be located at the exit(s) requesting that customers leaving the premises do so quietly and with consideration to neighbours.
7 No one under the age of 18 will be allowed to enter or remain on the premises.
8 Anyone who appears to be under the age of 21 and who is attempting to buy alcohol must be required to produce proof of age before such a sale is made.
9 Noise from any regulated entertainment will be inaudible at the nearest sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to the residents of these properties or their guests.
10 There shall be no audible noise or any perceptible vibration through the fabric of the building or structure to any habitable part of any adjoining property. (Habitable part means any part of the building or outdoor space, in substantial use at the time of the entertainment and does not include bathrooms, toilets, corridors or access lobbies).
11 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
Any adult entertainment at the premises will be subject to the following conditions:
1 a Performances shall take place in the area highlighted on the attached plan PL1335 / 2 / 2 only.
b All performers will enter and exit from the rear of the stage and will not enter or travel through public accessible areas at any time.
c The dressing room will be situated at the rear of the stage with lockable doors and a member of security positioned to monitor all access to this area. No members of the public will be given access to this area before, during, or after the performance unless authorised by the management of the venue.
d Security will be placed at either side of the stage to prevent any access from the public to the performers during the full length of the performance. Further security barriers can be added to the performance area should this be felt to be appropriate.
e There will be removable banners placed on the outside of the premises with internal posters throughout.
f Potential customers will be made aware of the show by the use of internet marketing, posters and flyers distributed to hotels that have a suitable target market. At no time will any distribution prohibited by the County of Lancashire Act take place.
2 The venue will run a double clicker system with in and out clickers on the main door, and in and out clickers on the door of the performance area. All numbers will be collated in half hour intervals so capacity can be monitored at all times. This sheet will be readily available to an authorised Officer of the Council or a Police Officer.
3 At no time will any member of the public be allowed to be involved in the performance, or any physical contact between a member of the public and the performers be allowed to take place.
4 No performance shall involve the use of sex articles (as defined in the Local Government (Miscellaneous Provisions) Act 1982), and performers will at all times wear a g-string or similar clothing on the appropriate part of the body.
5 No performer shall be the subject of any advertising involving the distribution of leaflets, promotion by canvassers or by touting.
6 No member of management, the Licence Holder, performers or any other person concerned with the premises or entertainment shall encourage or permit others to encourage the audience to throw money to, or otherwise give gratuities to the performers.
7 The Licence Holder, management or any person concerned with the licensed premises or entertainment will consistently monitor the show and all performances for its content and good taste, and the performers will adhere to the rules set out above.
8 During the provision of all show performances, all drinks will be served by waiter / waitress service.
9 The area marked 'Dancefloor' on the attached plan PL1335 / 2 / 2 will remain unoccupied except for the show performance.
10 The area classed as the dance area during the show performance will be set out with tables and chairs and all persons attending the show will be seated.
11 Members of security will be positioned in such a way as to prevent all access onto the dance floor during the show performances.
