Annex 2 - Conditions consistent with the Operating Schedule
1 Full use of CCTV covering entrance / foyer and Roley's Bar. A further 8 cameras to be installed to cover all entrances and exits.
2 Entrance / reception staffed by fully trained staff at all times.
3 Training records available on request.
4 Empty glasses / bottles removed regularly and only toughened glass vessels are used.
5 The sale of alcohol is monitored by the Designated Premises Supervisor or his / her nominated supervisor and is known to all staff.
6 Sale of alcohol is operated in accordance with the Local Authority policies.
7 Any reasonable suspicion of drugs will be reported to the Authorities.
8 Toilets are regularly checked to discourage use / sale of drugs.
9 Any found drugs will be confiscated and Authorities informed.
10 There are no windows in the Licensed Rooms where entertainment takes place.
11 The public bar windows are fixed and cannot be opened.
12 All doors are sound proofed.
13 Music will not be excessive in volume and will be under the control of the applicant's or their duly appointed representative.
14 The requirements of the Local Authority Environmental Health Division shall be complied with in relation to levels of noise, produced inside the premises as a result of, incidental to and arising from the public entertainment.
15 Patrons are advised to leave the premises quietly, a direct taxi phone is available.
16 Regular noise assessments shall be made by the management / Designated Premises Supervisor and adjusted as necessary.
17 A notice is displayed by the exit door requesting they leave quietly.
18 No children under 18 years of age will be permitted entry to the premises unless accompanied by a responsible adult at all times.
19 No children of 14 years of age will be permitted in any bar area during the permitted hours.
20 All staff are trained in relation to the proof of age scheme used at the premises. Records of this are available upon request.
21 They will adopt a Challenger 21 policy at the premises and will only accept photographic identification such as driving licence, passport or accredited proof of age cards as proof of age.
22 They will adopt the 'Nightsafe' policy as recommended.
23 The outside patio should not be used after 23.00 hours.
24 The entrance doors to the public bar should remain closed except for access and egress and emergencies to prevent noise outbreak.
25 The volume of amplified sound used in connection with regulated entertainment shall at all times be under the control of the management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
26 The premises are operated in accordance with the principles outlined by the 'Nightsafe' Scheme, as are relevant to those premises, and indicated in the associated leaflet.
27 The premises shall be operated in participation with the 'Pubwatch' scheme (radio link if applicable).
28 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
29 An adequate number of Licensed door supervisors will be on duty as appropriate to any risk assessment and in accordance with the guidance under the 'Nightsafe' Scheme.
30 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
31 The premises are to be equipped with a closed circuit television system, which is appropriate to its purpose and maintained to the satisfaction of the enforcement Authorities.
32 Only toughened glass vessels are used to dispense beverages to customers.
33 At least one personal licence holder will be available on the licensed premises while the supply or sale of alcohol is being undertaken (who's identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
34 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
35 Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
36 The Premises shall maintain a drinks pricing policy which complies with any Local Authority resolution made in accordance with approval from the Licensees Forum or any successor liaison body recognised by the Licensing Authority.
37 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
38 Records of incidents involving the use and/or detection of drugs and make those records available for inspection.
39 Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary.
40 During the final hour of daily trading the licence holder and the Designated Premises Supervisor shall ensure that appropriate announcements are made or images are projected to remind patrons of the need to leave the premises without causing annoyance, nuisance or disturbance to local residents and to advise patrons of any taxi free-phone or collection arrangements available upon the premises.
41 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
42 A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.
