Annex 2 - Conditions consistent with the Operating Schedule
1 The property is manned 24hrs per day.
2 At least one personal licence holder will be contactable while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol except in the case of emergency.
3 CCTV shall be installed internally at the premises and will comply with the following:
The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. The system will be capable of providing an image which is regarded as identification standard.
1. The system shall display on any recording the correct time and date of the recording.
2. The system shall make recordings during all hours the premises are open to the public.
3. Digital recordings shall be held for a minimum of 21 days after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
4. The system shall, as a minimum, record images of the head and shoulders of all persons entering the premises.
4 Capacity regulation will be observed which will be controlled by the manager on site.
5 The hotel is covered by a full fire alarm with emergency lighting in situ and the alarms are monitored 24 hrs a day by a third party.
6 All children are accompanied by an adult at all times.
7 A Challenge 25 proof of age policy shall be implemented and adhered to. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
1. A recognised proof of age scheme accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS).
2. Photo driving licence.
3. Passport.
4. Official ID card issued by HM Forces or European Union bearing a photograph and date of birth of the holder.
If no suitable identification is provided the sale of alcohol will be refused.
8 All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this shall be made available to an authorised officer upon request. Refresher training shall be conducted every 6 months as a minimum.
9 An authorisation of sales, signed and dated by the DPS, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises.
10 Appropriate measures shall be taken to ensure that staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
11 Frequent collection of glasses and bottles shall be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
12 Any outside area which is used for the consumption of alcohol shall cease to be so used by 23:00hrs.
13 All tables and chairs in the outside area shall either be fixed to the floor or be stacked, secured and covered no more than 30 minutes after the time at which patrons are no longer permitted to consume drinks in the area.
15 In the outside area all persons consuming drinks will be seated.
16 The premises licence holder will risk assess the requirement for door supervisors at the premises and shall employ door supervisors in such numbers and at such times as is deemed necessary by the risk assessment.
17 There will be a zero tolerance drugs policy at the premises.
18 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular documented checks of toilet areas.
19 No drinks are allowed to be taken off the grounds/ curtilage of the premises.
