Annex 2 - Conditions consistent with the Operating Schedule
1 CCTV already installed at the premises and will comply with the following:
The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary.
The system will be capable of providing an image which is regarded as identification standard.
The system shall display on any recording the correct time and date of the recording.
The system shall make recordings during all hours premises are open to the public.
Digital recordings shall be held for a minimum of 28 days after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
The system shall, as a minimum record images of the head and shoulders of all persons entering the premises.
2 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises - staff are advised and notices are displayed.
3 At least one Personal Licence holder will be available while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency. Additionally, a member of staff shall be nominated to act for the Designated Premises Supervisor in their absence, whose identity shall be known by all other staff.
4 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
5 SIA security staff on duty within the hotel until bars close.
6 An adequate number of licensed door supervisors will be on duty as appropriate to any risk assessment
7 The maximum number of persons to be accommodated in the premises or in any particular part of the premises at any one time shall be as follows:

Restaurant (Conservatory Bar) 450

Norcalympia:
- when in use for dancing 3500

8 Adequate first aid provision is available at all times to include having at least one trained first aider on the premises at all times licensable activities are taking place.
9 Music must not be excessive in volume and must be under the control of the licensee or his duly appointed representative. The requirements of the Licensing Authority's Environmental Health Division in relation to levels of noise produced inside or outside the premises as a result of, incidental to, or arising from the public entertainment shall be complied with.
10 Noise levels emitted from the premises as a result of the entertainment shall not exceed 40dBA as measured at the front boundary of the property on Norbreck Road.
11 Noise from any regulated entertainment, mechanical ventilation, or refrigeration plant shall be inaudible within the nearest sensitive properties or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to the residents of these properties or their guests.
12 The volume of amplified sound used in connection with any regulated entertainment shall, at all times, be under the control of the Licensee or Management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
13 All internal lobbied doors to any entrance / exit point, fire exit doors and external windows shall be closed during hours of any regulated entertainment except in the event of an emergency, save for the purpose of access and egress.
14 The premises licence holder shall provide suitable receptacles for the storage of waste and ensure that these receptacles are constructed in such a way that they prevent the breaking open of the same and removal of waste by vandals, thieves, animals, accident or weather.
15 The premises licence holder shall ensure that adequate ventilation is provided so as to ensure that cooking, noxious or persistent smells generated at the premises do not cause nuisance to properties within close proximity.
16 The premises shall be operated in participation with the 'Pubwatch' scheme.
17 The Police licensing unit shall be notified on any occasion when the CCTV is to be inoperative for a period in excess of one working day and shall provide a certificate from a competent person stating the reason for the system being inoperative and the measures which have been taken to satisfy the licence conditions.
18 Only toughened glass or plastic vessels are used to dispense beverages to customers.
19 Risk assessments carried out by or on behalf of the Licence Holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
20 Where there is reasonable suspicion that drugs are being carried, the licensee shall ensure that the outer clothing, pockets and bags of those entering the venue are searched by a trained staff member of the same sex.
21 Clearly visible notices, in a form prescribed by the Council, shall be displayed advising those attending that
1. It is a condition of entry that customers agree to be searched
2. Police will be informed if anyone is found in possession of controlled substances or weapons
22 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
23 Any customers known to have been previously convicted of committing criminal offences relating to drugs shall be excluded from the premises.
24 Records of incidents involving the use and/or detection of drugs shall be maintained and those records shall be available for inspection.
25 Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary.
26 A drugs prevention strategy for the venue shall be developed and applied. The strategy shall include arrangements for the location of posters and the distribution of other information relating to drugs risks, the dangers associated with drugs and the legal provisions relating to drug use.
27 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
28 A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit - applies to Copper Face Jacks only.
29 The sale of alcohol is permitted to hotel residents 24 hours a day by means of room service only.
30 On New Year's Eve all licensable activities are extended from the end of permitted hours to the commencement of permitted hours on New Year's Day.
31 All licensable activities to be extended by one hour on the commencement of British Summertime to replace the hour lost.
32 Entry will be denied to the Private Function Rooms unless the individual is part of the event.
33 There will be a contracted closing time for bars agreed prior to the commencement of any event, this will not change once contracted unless agreed by both Hotel General Manager/DPS and the event organiser.
34 Designated smoking areas will be identified and monitored.
35 Any event taking place which is serving alcohol after 0100 hours in any of the licensed areas except the Conservatory Bar shall be subject to the following condition. At least 28 days prior to any event where the total attendance including all staff will be 200 persons or more, the Police must be notified in writing and permission sought to hold the event. For ease, the email address westlicensing@lancashire.police.uk can be used. The Police must be provided with copies of all risk assessments for the event. Permission may not be unreasonably refused by the Police if the above condition is complied with.
No event of over 200 people serving alcohol after 1am will take place in the Ballroom, Connaught Room, Adams Suite, Norcalympia or Boston Steakout without written consent from the Police.
36 A Challenge 25 proof of age policy shall be implemented and adhered to. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
· A recognised proof of age scheme accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS).
· Photo driving licence.
· Passport.
· Official ID card issued by HM Forces or European Union bearing a photograph and date of birth of the holder.
If no suitable identification is provided the sale of alcohol to them will be refused.
37 Suitable signage will be displayed to specify the Challenge 25 policy is in place.
