Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 Children are permitted on the premises until 10pm when accompanied by a responsible adult.
3 At least one personal licence holder is available on the premises at all times while the supply of alcohol is undertaken and their identity is known to all staff engaged in the supply of alcohol (except in the case of an emergency).
4 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
5 Only toughened glass, polycarbonate or other suitable non glass vessels are used to dispense beverages to customers.
6 The applicant is committed to all recommendations contained in the 'Nightsafe' initiative, and operates in participation with the 'Pubwatch' scheme.
7 The Radiolink equipment will be live and will be monitored by the Head Doorman or another responsible person while the licensed premises are open for business.
8 Risk assessments carried out by or on behalf of the licence holder which relate to a licensing objective will be available for inspection by an officer or a responsible authority.
9 The premises are to be equipped with a closed circuit television system, which meets the criteria detailed in Lancashire Constabulary's guidance document CCTV / AW1 and which is well maintained and fully functional during the hours the premises are open to members of the public.
10 The local authority CCTV control room will be notified:
a. On any occasion when the premises' CCTV or radio system is inoperative,
b. When the CCTV or radio system has been brought back into use.
11 The police licensing unit shall be notified on any occasion when the CCTV or radio system is to be inoperative for a period in excess of one working day and shall provide a certificate from a competent person stating the reason for the system being inoperative and the measures which have been taken to satisfy the licence conditions.
12 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times that the premises are open to the public. This staff member will be able to show police recent data or footage with the absolute minimum of delay when requested. This data or footage reproduction should be almost instantaneous.
13 SIA registered door security will be provided on a Friday and Saturday evening from 8pm until closing. Also SIA registered door security to be provided when Blackpool FC are playing at home until closing time.
14 The DPS to ensure all door staff employed at the entrance / exit of the licensed premises will wear a reflective jacket / tabard or armband of a design approved by the Lancashire Constabulary.
15 The Licence holder is to support and rigorously enforce the Challenge 21 proof of age policy.
Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
i. UK photo driving licence
ii. Passport
iii. Proof of Age Standards Scheme Card
16 The DPS to ensure all staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
17 Children are not permitted in any bar areas.
18 No child (under the age of 18) is admitted to, or allowed to remain on any part of the premises unless with and under the direct control of a responsible adult.
19 The premises are operated in accordance with a drinks pricing policy which complies with any local authority resolution made in accordance with approval from the licensees forum (to which the licence holder subscribes).
20 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
21 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
22 A strict zero tolerance drugs policy is in place at the venue. Any suspicious activity is dealt with immediately by trained staff (of the same sex) in terms of appropriate searching, and the premises (including toilets) are regularly checked for such activity. Record books are kept to record any incidents and a locked safe is available for the storage of any drugs confiscated (under the control of the applicants) prior to handing over to the police.
23 Any customers known to have been previously convicted of committing criminal offences relating to drugs shall be excluded from the premises.
24 Adequate first aid provision is available at all times including having at least one trained first aider on the premises during hours of operation.
25 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
26 Noise from any regulated entertainment will be inaudible at the nearest sensitive premises or, at the discretion of the local authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents or their guests.
27 Regular assessments of the noise coming from the premises during regulated entertainment shall be made and the noise level adjusted accordingly.
28 During the final hour of daily trading announcements are made to remind patrons of the need to leave the premises without causing annoyance, nuisance or disturbance to local residents and to advise patrons of taxi free phones.
29 Conspicuous signs are clearly displayed in the premises advising patrons to leave in a quiet and orderly manner.
