Annex 2 - Conditions consistent with the Operating Schedule
1 Where live entertainment is proposed outside there shall be full compliance with the Code of Practice on Environmental Noise Control at Concerts.
2 Any form of regulated entertainment provided outdoors will cease at 2300 hours on each occasion.
3 Where amplified music is played outside to promote a boxing or wrestling event, such shall be under the direct control of the Licensee and be at a level, which shall not be audible at the residential premises near to the football club.
4 The Licence holder is to support and rigorously enforce Challenger 21 proof of age policy.
Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: -
i. UK photo driving licence
ii. Passport
iii. Proof of Age Standards Scheme Card
5 All staff to have received suitable training in relation to the Challenge 21 proof of age scheme which is operation on the premises. Records to evidence this will be made available to an authorised officer upon request.
6 The Licence holder shall erect signs requesting patrons to respect local residents.
7 All staff will be fully trained to increase awareness of any potential problems.
8 When licensable activities are taking place, security staff will be on duty.
9 In relation to the area marked on the licence plan, PL1186/3, as the Supporters Bar in the South Stand, intoxicating liquor will be sold or supplied only to:
Persons who are holders of a current member’s card and who are attending the premises on a match day.
Persons attending a pre-arranged function.
10 At least one personal licence holder will be available on the licensed premises while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
11 The Designated Premises Supervisor will nominate another person, who will deputise for him or her in his/her absence, and will ensure that the identity of the nominated person is known by all other staff when such absence occurs.
12 An authorisation of sales, signed and dated by the DPS, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises. All staff involved in sales will be at least 18 years of age and will receive training to promote the licensing objectives. All training to be documented and records made available on request to any authorised officer.
13 Whenever a sporting event is taking place, the Designated Premises Supervisor will ensure that management and staff take all necessary steps to prevent any person with a direct view of the football playing area from being in possession of intoxicating liquor or in possession of a drink container. This will prevent persons from committing offences under Section 2 (1) Sporting Events (Control of Alcohol) Act 1885. Clear, legible and conspicuous notices will be prominently displayed advising patrons of the above.
14 An adequate number of licensed door supervisors will be on duty as appropriate to any risk assessment.
15 The licence holder and the Designated Premises Supervisor shall arrange adequate supervision of any queue, which may form to gain entry to the premises.
16 The licence holder shall erect and maintain suitable and sufficient conspicuous signage on the exterior of the premises advising patrons that causing any disturbance or disorder in a queue will result in admission being refused.
17 CCTV will be installed internally and externally at the premises and will comply with the following:-
a. The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises, with the exception of the toilets, are to be covered by the system;
b. The system will display on any recording the correct time and date of the recording;
c. The system will make recordings during all hours the premises are open to the public;
d. VCR tapes or digital recording shall be held for a minimum of 30 days after the recording is made and will be made available to the Police for inspection upon request;
e. The system will, as a minimum requirement, record images of the head and shoulders of all persons entering the premises.
18 The licence holder and the Designated Premises Supervisor shall ensure that only toughened glass or polycarbonate vessels are used to dispense beverages to customers.
19 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
20 The licence holder and the Designated Premises Supervisor shall ensure that the arrangement for the storage of empty bottles prevents unauthorised access to those bottles.
21 There will be no functions for 18th Birthday Parties held on the premises.
22 Persons under the age of 18 years will not be allowed into alcohol sales areas when alcohol is being supplied, unless accompanied or supervised.
23 The premises will have a zero tolerance policy towards drugs.
24 Off sales only to be made from the Club Shop (and only on leaving the ground on match days).
25 Off sales to be limited to souvenir bottles or packs.
