Annex 2 - Conditions consistent with the Operating Schedule
1 The permitted hours for the supply of alcohol to persons attending private functions not organised by the Premises Licence Holder are 11.00 am to 01.00 am the following day, with the premises closing to non-residents at 02.00 am.
2 The premises are operated in accordance with the 'Nightsafe' scheme, as are relevant to those premises, and indicated in the associated leaflet.
3 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
4 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
5 Only toughened glass vessels are used to dispense beverages to customers.
6 At least one Personal Licence Holder will be available while the supply or sale of alcohol is being undetaken (who's identity will be known to all other staff engaged in the supply of alcohol) except in the case of emergency. This condition should apply ONLY when open to the public.
7 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
8 Risk assessments carried out by or on behalf of the Licence Holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
9 The premises shall maintain a drinks pricing policy which complies with any Local Authority resolution made in accordance with approval from the Licensees Forum or any successor liaison body recognised by the Licensing Authority.
10 During the final hour of daily trrading appropriate announcements are made or images are projected to remind patrons of the need to leave the premises without causing annoyance, nuisance of disturbance to local residents and to advise patrons of any taxi free-phone or collection arrangements available upon the premises.
11 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
12 Noise from any regulated entertainment will be inaudible at the nearest noise sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents.
13 All external windows, fire doors and internal doors leading into the licensed area which by their opening would allow noise from regulated entertainment except when being used as an escape route in the event of an emergency.
14 The removal and movement of rubbish, bottles and beer barrels from the premises and subsequent storage externally to the building prior to collection shall be undertaken between 08.00 and 20.00 hours only, to prevent disturbance to local residents from such activities.
15 No nuisance from noise or odour shall be caused to local residents by the use of any ventilatiion, refrigeration or air conditioning equipment provided or used in association with the licensed premises.
16 CCTV is installed in the Licensed area.
17 Recordings will be kept for a minimum period of 30 days.
18 A notice will be displayed at the entrance to the premises advising that CCTV is in operation
19 All bottles and glasses will be removed from public areas as soon as they are finished or empty.
20 A capacity limit will be set to prevent overcrowding which could lead to crime and disorder.
21 The capacity figure will be based on advice from the Police, Fire or Local Authority.
22 An incident book will be kept detailing all incidences of public disorder.
23 All exit doors will be easy to open without the use of a key, card, code or similar means and will be available for egress.
24 Means of escape will be maintained unobstructed, immediately available and clearly identifiable.
25 Exit doors will be regularly checked to ensure they function satisfactorily. Records of these checks will be kept and produced on request.
26 Notices detaling the actions to be taken in the event of a fire or other emergency will be prominently displayed and maintained in good condition.
27 Fire drill and emergency lighting tests will be conducted monthly. Records of these will be made available to the Licensing Authority upon request.
28 The Fire Brigade will be called to any outbreak of fire, however slight. This will be entered into the incident book.
29 Wall and ceiling finishes will be fire resistant.
30 When disabled people are present, adequate arrangements will exist to enable their safe evacuation in the event of an emergency.
31 Adequate and appropriate supplies of first aid equipment and materials will be available on the premises.
32 At least one suitable trained first aider will be on duty when the public are present.
33 A "no smoking at the bar" rule will be enforced.
34 The implementation of a procedure of banning any customers who continually leave or arrive at the premises in a manner which causes a public nuisance or diturbance.
35 A proof of age policy agreed by the Police and Local Authority will be put into place and enforced.
36 A " no smoking" area of such a size and design that it genuinely provides a suitable, comfortable area for children and families wishing to be separated from smoking areas will be available.
