Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 All staff will be trained in relation to the licensing objectives so as to prevent crime and disorder and public nuisance and to promote the protection of children from harm and public safety. Said training will be documented and will be made available to an authorised officer upon request.
3 The Designated Premises Supervisor or a nominated representative shall be a member of the Pub Watch Scheme for the area (when such a scheme is in existence) and shall regularly attend the meetings.
4 Alcohol will only be served when accompanied by food. Meals and substantial refreshments are to be available at all times.
5 The grounds of the premises will be kept clean, tidy and free from debris and cigarette butts so as not to cause a nuisance to local residents.
6 Last admission will be 02.30 on any day.
7 No children shall be allowed in the premises after 23.00.
8 Only toughened glasses or polycarbonate vessels will be used at the premises.
9 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
10 The supply of intoxicating liquor for consumption on the premises shall be by waiter / waitress service only and only to persons seated at tables or seated at the bar. Bar service is permitted only to persons attending pre-arranged private functions.
11 Off sales from the premises shall be only in sealed containers. Any unfinished bottles of wine must be recorked before being taken away from the premises.
12 Suitable beverages other than intoxicating liquor (including drinking water) shall be equally available for consumption, with or otherwise as an ancillary to, food served in the licensed premises.
13 At least one personal licence holder will be available (i.e. contactable by telephone at all times the premises are open and able to attend the premises within 30 minutes of the call) while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
14 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
15 CCTV will be installed internally and externally at the premises and will comply with the following:
i. The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system. The system will incorporate a camera covering each of the entrance doors and will be capable of providing an image which is regarded as identification standard.
ii. The system will display on any recording the correct time and date of the recording.
iii. The system will make recordings during all hours the premises are open to the public.
iv. VCR tapes or digital recording shall be held for a minimum of 31 days and 28 days respectively after the recording is made and will be made available to the Police or any authorised persons acting for Responsible Authority for inspection upon request.
v. The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
16 Any person under the age of 18 admitted to the premises will be accompanied by an adult at all times.
17 Children will not be allowed at the bar serving area.
18 A Challenge 25 proof of age policy shall be implemented and adhered to. All staff to have received suitable training in relation to the Challenge 25 proof of age scheme. Records to evidence this will be made available to an authorised officer upon request.
19 An adequate number of licensed door supervisors will be on duty as appropriate to any risk assessment and in accordance with the guidance under the Nightsafe scheme, with a ratio of door staff to customers of 1:100.
20 Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
21 Security/staff arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
22 A zero tolerance drugs policy will be adopted at the premises.
23 Records of incidents involving the use and / or detection of drugs shall be maintained and those records shall be available for inspection.
24 Confiscated/ found drugs shall be stored in a safe and recorded in an incident book. The police will be informed and collection arranged.
25 There shall be placed at all exit points from the premises in a place where they can be seen and easily read by the public, clear and legible notices requiring customers to leave the premises and the area quietly so as to minimise disturbance to nearby residents.
26 The collection and disposal of bottles and refuse should not take place externally between the hours of 2200 and 0530 so as to minimise disturbance to nearby residents.
27 No speakers shall be sited outside of the premises.
28 No music shall be played outside at any time.
