Annex 2 - Conditions consistent with the Operating Schedule
1 The non-standard timings permitted for licensed activities are as follows:
a) On Christmas Day and Boxing Day 10.00 to 03.00 hours the following day
b) On the Friday to Monday of Easter, May, Spring and August Bank Holidays 10.00 to 03.00 hours the following day.
On these occasions the premises will be permitted to remain open for a further 30 minutes.
On New Year’s Eve permitted hours for the sale of alcohol extend from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day.
In relation to the morning on which summer time begins, the substitution of references to three o’clock in the morning for references to two o’clock in the morning shall apply.
2 A radio will be used to keep in contact with the premises providing licensable activities on the park.
3 The radio shall be kept in good working order and shall be monitored by a responsible member of staff.
4 From 18.00 one door supervisor shall be on duty for every 250 customers or part thereof.
5 A register of door staff will be maintained indicating the number of door staff on duty, their identity and the times they were on duty.
6 No person who is drunk or disorderly will be allowed access to the premises.
7 No person who is the subject of a court banning order will be allowed in the premises provided the details of such person have been provided to the premises by the police.
8 Door supervisors will carry with them proof of their registration with the SIA and shall wear their name badges at all times.
9 No customer will be allowed to bring alcohol in open or sealed bottles on to the premises.
10 Tables will be cleared of all empty bottles and glasses on a regular basis.
11 CCTV shall be provided on the premises and shall be kept in good working order and any recordings from the CCTV shall be retained for a period of one month.
12 Only a picture driving or passport will be accepted as proof of age to ensure no person under the age of 18 is sold intoxicating liquor.
13 If required crime prevention notices will be displayed in the premises warning customers of any prevalent crime that may affect them.
14 All staff who work behind the bar will be fully trained to ensure that no person who is drunk or disorderly or who appears to be under the age of 18 is served with intoxicating liquor.
15 Risk assessments in respect of staff who handle cash, work alone or who work as part of the team security will be carried out and any action which is needed shall be implemented.
16 CCTV coverage is provided of the caravan park is monitored 24 hours a day. All recordings are retained for a month.
17 A Resort Security team is on duty from 17.00 to 09.00 and are in radio contact with each other and with the entertainment venues and bars on the caravan park.
18 Consideration will be given to fixing a capacity limit after consultation with the fire service where there is no fire certificate or public entertainment licence in place.
19 There shall be a suitable number of adequately trained staff to ensure the safe evacuation of people from the premises in the event of an emergency such will have been issued with specific duties in the event of an emergency.
20 All staff shall have received training on the safe evacuation of the premises in the event of an emergency.
21 Adequate arrangements will be made in the Fire Evacuation Plan to ensure the safe evacuation of any customers in the event of an emergency.
22 All fire escape routes shall be kept unobstructed and will be clearly identifiable.
23 All escapes doors and escape routes will be checked before the premises open for trading to the public.
24 All fire exit doors shall be available and shall be capable of opening without the use of any key, card, code or similar means.
25 Fire doors will be self closing and shall not be held open other than by devices approved by the fire service or health and safety department.
26 Edges to steps and stairways shall be maintained so as to be conspicuous.
27 Hangings, curtains and temporary decorations shall be maintained in a flame retardant condition and shall not obstruct fire exits, fire safety signs or fire fighting equipment.
28 Any upholstered seating shall comply with current fire safety regulations.
29 Notices detailing the action to be taken in the event of fire or other emergency will be prominently displayed in the premises.
30 Access will be provided for the emergency services and will be kept clear and free from obstruction.
31 Fire evacuation tests will be carried out every 6 months and a record maintained of those tests.
32 All fire fighting equipment will be maintained in good working order and shall be available for immediate use.
33 At least one first-aider will be on duty and if there are more than one on duty their roles will be clearly defined.
34 All emergency lighting and fire safety signage will be maintained in good working order and will not be altered without the approval of the Fire Authority.
35 There shall be no demonstration of hypnotism without the prior approval of the Licensing Authority.
36 An adequate supply of free drinking water shall be provided for all customers.
37 Risk Assessments (including a fire risk assessment) will be carried out for all premises where Licensable Activities take place and following such Risk Assessment an Action Plan will be prepared and any additional action required will be implemented.
38 Doors and windows will be kept closed where necessary.
39 The playing of background recorded music in any outside area shall not continue beyond 18.00.
40 Only a picture driving licence or a passport will be accepted as proof of age to ensure no person under the age of 18 is sold intoxicating liquor.
41 All staff shall be trained to ensure that no person under the age of 18 years will be sold intoxicating liquor including the need for any person who looks under 18 to provide evidence of their age which is acceptable to the police.
42 No performance involving nudity or striptease shall take place at the premises.
43 The premises will observe the Portman Group's Retailer Alert Bulletins issued under the Portman Group's "Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks".
44 Where performances are presented especially for unaccompanied children there shall be at least one attendant for every 50 children or part thereof.
45 All staff working in the Entertainment venues or security staff must provide Bourne Leisure Limited with a Criminal Record Bureau Check.
46 Admission to the premises is restricted to persons who qualify for membership by being resident on the site and comply with site rules regarding eligibility for membership.
47 The premises are operated in accordance with the principles outlined by the 'Nightsafe' Scheme, as are relevant to those premises, and indicated in the associated leaflet.
48 The premises shall be operated in participation with the 'Pubwatch' scheme (radio link if applicable).
49 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
50 An adequate number of Licensed door supervisors will be on duty as appropriate to any risk assessment and in accordance with the guidance under the 'Nightsafe' Scheme.
51 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
52 The premises are to be equipped with a closed circuit television system, which is appropriate to its purpose and provided and maintained to the satisfaction of the enforcement Authorities.
53 Where Radiolink equipment is in use it will be 'live' and will be monitored by the Head Doorman or another responsible person while the licensed premises are open for business (if applicable).
54 Only toughened glass vessels are used to dispense beverages to customers.
55 At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (who's identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
56 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
57 Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
58 The premises shall maintain a drinks pricing policy which complies with any Local Authority resolution made in accordance with approval from the Licensees Forum or from any successor liaison body recognised by the Licensing Authority.
59 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
60 Records of incidents involving the use and / or detection of drugs shall be maintained and those records shall be available for inspection.
61 Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary.
62 During the final hour of daily trading appropriate announcements are made or images projected to remind patrons of the need to leave the premises without causing annoyance, nuisance or disturbance to local residents and to advise patrons of any taxi free-phone or collection arrangements available upon the premises.
63 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
64 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
65 A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.
