Annex 2 - Conditions consistent with the Operating Schedule
1 Functions arranged by the premises licence holder will be for parties during the month of December and one function organised to coincide with Valentines Day (on a Friday or Saturday night of whichever weekend would be relevant to the 14th February).
2 Functions not arranged by the premises licence holder will be for invited guests or those who have purchased a ticket for an organised function.
3 Functions will be clearly indicated as to whether children are admitted or not.
4 The premises staff are trained to be aware of the potential for underage drinking in the Pickwick Tavern and proof of age is requested.
5 the premises staff are trained to be aware of customers who may be or are becoming drunk or under the influence of drugs.
6 Anti social behaviour, disorderly conduct or violence of any kind is not tolerated on the premises.
7 Sufficient members of staff are employed to ensure that the bars are operated efficiently with glasses and ashtrays being removed on a regular basis, including at last orders, and not being allowed to accumulate.
8 In the Pickwick Tavern last orders are called in sufficient time for staff to serve all remaining customers at the bar.
9 When time is called the exit doors are manned by staff to prevent any persons attempting to gain access from outside or take alcohol outside the premises. If required taxi's will be arranged and staff will actively discourage excessive drinking and drunken behaviour.
10 Empty bottle bins are kept behind the bar and no customers can have access to those areas.
11 The premises promote drug awareness and have a zero tolerance policy to drugs on the premises.
12 Regular toilet checks take place to ensure that no drug activity can take place.
13 When customers leave the premises they are checked by door staff to ensure that they do not take glasses or bottles with them.
14 The outside of the premises is covered by CCTV and the monitors in reception are constantly manned to ensure that any potential problems or difficulties are dealt with immediately. The monitors also cover the entrance of the Pickwick Tavern and as the bar faces the entrance door the staff can monitor the customers entering the premises at all times.
15 Door supervision is operated during the thirty minutes drinking up time.
16 Unsupervised children are not allowed access to the gambling machine or cigarette machine without staff being able to see them.
17 Children are not allowed in the Pickwick Tavern.
18 All external windows, fire doors and internal doors leading into the licensed area which by their opening would allow noise from regulated entertainment to escape externally and cause disturbance to nearby residents, should remain closed during the provision of the said regulated entertainment except when being used as an escape route in the event of an emergency.
19 The premises are operated in accordance with the principles outlined by the ‘Nightsafe’ Scheme, as are relevant to those premises, and indicated in the associated leaflet.
20 The premises shall be operated in participation with the ‘Pubwatch’ scheme (radio link if applicable).
21 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
22 An adequate number of Licensed door supervisors will be on duty as appropriate to any risk assessment and in accordance with the guidance under the ‘Nightsafe’ Scheme.
23 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
24 The premises are to be equipped with a closed circuit television system, which is appropriate to its purpose and provided and maintained to the satisfaction of the enforcement Authorities.
25 Only toughened glass vessels are used to dispense beverages to customers.
26 At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (who’s identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
27 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
28 Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
29 The premises shall maintain a drinks pricing policy which complies with any Local Authority resolution made in accordance with approval from the Licensees Forum or any successor liaison body recognised by the Licensing Authority.
30 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
31 Records of incidents involving the use and/or detection of drugs shall be maintained and those records shall be available for inspection.
32 Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary.
33 During the final hour of daily trading appropriate announcements are made or images are projected to remind patrons of the need to leave the premises without causing annoyance, nuisance or disturbance to local residents and to advise patrons of any taxi free-phone or collection arrangements available upon the premises.
34 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
35 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
36 A clear, legible and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents shall be displayed at every exit.
