Annex 2 - Conditions consistent with the Operating Schedule
1 a) CCTV shall be installed at the premises. The number and location of the cameras / monitors and recording equipment to be agreed with the licensing department at Lancashire Constabulary.
b) Recordings shall be stored in a secure environment for a minimum period of 21 days and made available to an authorised officer of the licensing authority or police.
c) The system shall be maintained and images stored in accordance with the Data Protection Act and any other relevant legislation relating to the use of the system.
2 Appropriate signage alerting customers to CCTV recording shall be displayed in conspicuous positions on the premises.
3 The Casino has a zero tolerance to alcohol and drug abuse.
4 A drugs prevention strategy for the venue shall be developed, applied and documented to the satisfaction of Lancashire Constabulary.
5 Signs promoting the Challenge 21 policy shall be prominently displayed at public entrances and alcohol sales areas.
6 A clear, legible and conspicuous notice requesting patrons to avoid causing noise nuisance or disturbance to local residents shall be displayed at every exit.
7 The volume of amplified sound used in connection with any regulated entertainment shall at all times be under the control of the licence holder or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
8 Noise from any regulated entertainment, mechanical ventilation or refrigeration plant shall be inaudible within the nearest noise sensitive properties or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to the residents of those properties or their guests.
9 All internal lobbied doors to any entrance / exit point, fire exit doors and external windows shall be closed during hours of regulated entertainment except in the event of an emergency and save for the purposes of access or egress.
10 Vibration produced as a result of any regulated entertainment shall not be perceptible in any adjoining or nearby sensitive properties.
11 Clear, legible and conspicuous notices requesting patrons to avoid causing noise nuisance or disturbance shall be displayed in the smoking area.
12 The premises licence holder shall provide suitable containers for the storage of waste which are constructed and maintained to prevent the removal of such waste by vandals, thieves, animals, accidental spillage or inclement weather. This shall include any external waste receptacles provided for the disposal of all smoking related litter so as to prevent waste litter being deposited on the highway.
13 Appropriate measures will be taken to ensure staff prevent the removal of bottles and glasses from the licensed premises. Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
14 The licence holder and the Designated Premises Supervisor shall nominate another person, who will deputise for the Designated Premises Supervisor in his/her absence, and shall ensure that the identity of the deputy is known by all other staff when such absence occurs.
15 An authorisation, signed and dated by the Designated Premises Supervisor, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises. All staff involved in sales will be at least 18 years of age and will receive training to promote the licensing objectives. All training to be documented and records made available on request to a Police Officer or any authorised officer.
16 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
17 An incident book will be maintained, in which shall be recorded
(i) All incidents of crime and disorder
(ii) Refused sales to suspected under age / drunken persons
(iii) A record of any person refused admission or asked to leave the premises
(iv) Details of occasions upon which the Police are called to the premises
(v) The use or discovery of drugs
That book shall be available for inspection by a Police Officer or authorised person.
18 Alcohol supplied off the premises shall be in a sealed container and to be consumed off the premises.
19 Regular risk assessments will be undertaken on the security of the premises and protection of customers and members of staff and in particular any security measures required on match days.
