Annex 2 - Conditions consistent with the Operating Schedule
1 The licence holder shall ensure that the maximum number of persons allowed onto the premises shall not exceed the capacity determined by the Lancashire Fire and Rescue Service.
These are:
Ground Floor (area 1) 300
Ground Floor (area 2) 80
Snooker Room 50
Lounge 100
Or as otherwise advised by the Lancashire Fire and Rescue Service. It is also the responsibility of the licence holder to notify Blackpool Council’s Licensing Service, in writing, of any amendments to the figures stated above.
2 Noise from any regulated entertainment will be inaudible at the nearest sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents or their guests.
3 The volume of amplified sound used in connection with the entertainment shall be at all times be under the control of the Management and the controlling mechanism shall be operated from a part of the premises inaccessible to members and bona fide guests.
4 All external windows and doors in the function room will be kept closed during regulated entertainment except in the event of an emergency.
5 Prominent, clear and legible notices shall be displayed at all exits requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
6 When live or recorded music is played, all reasonable steps will be taken to avoid disturbance to neighbouring properties.
7 Regular assessments of the noise coming from the premises during regulated entertainment shall be made and the noise level adjusted accordingly.
8 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
9 Only toughened glass vessels are used to dispense beer to customers.
10 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
11 The Club shall ensure that the premises are equipped throughout with a CCTV system, which will also monitor arrivals and departures at the Club’s main entrance.
12 Committee members, stewards and bar staff, are to be instructed in the Offences Provisions of The Licensing Act 2003 relating to alcohol and the Protection of Children.
13 Club management, stewards and bar staff, are to be instructed in the Licensing Act 2003 objectives and statutory requirements to enable them to comply with relevant provisions of the Act.
14 Signage shall be displayed at all exits requesting members and bona fide guests to respect the needs of local residents and to leave the premises quietly.
15 Persons under the age of 18 are only to be allowed on the premises if accompanied by an adult member or bona fide guest.
16 Children shall only be granted entry to the following area(s), unless attending a junior disco or the children’s Christmas party:
First floor lounge
17 Signage is to be posted in all bar areas prohibiting the direct/indirect supply or delivery of alcohol to children.
18 No glassware is permitted to be taken onto the balcony.
