Annex 2 - Conditions consistent with the Operating Schedule
1 CCTV shall be installed internally and externally at the premises. It shall be maintained and operated to the reasonable satisifaction of Lancashire Constabulary.
All public areas of the premises will be covered by the system.
The system will incorporate a camera covering all entrances and will be capable of providing an image which is regarded as identification standard.
The system will display on any recording the correct time and date of the recording.
The system will make recordings during all hours the premises are open to the public. Recordings shall be held for a minimum of 30 days and will be made available to the Police or any authorised person upon request.
A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show recent data or footage immediately when requested by Police or an authorised person.
They will also be able to provide to the requesting person, evidential quality footage, either electronically uploaded or onto a physical storage device. This must be done with the absolute minimum of delay and in any event before a maximum of 48 hours have elapsed
2 A minimum of one SIA registered door supervisor will be on duty at the premises on every Saturday and Sunday morning from 01:00 hours to closing. This will also apply on every bank holiday and the 27 December
3 A written record shall be kept on the premises by the person in charge of every person employed at the premises as a door supervisor in a register kept for that purpose. That record shall contain the following details:
a) The door supervisor’s name and date of birth
b) Their Security Industry Authority licence number
c) The time and date they start and finish their role
4 Any children on the premises are to be supervised when required.
5 No unaccompanied children will be served after 11pm.
6 An incident book shall be kept and maintained on the premises which shalll be made available to the Responsible Authorities on request. It shall include the following:
a) Any violence or disorder on or immediately outside the premises
b) Any other crime or criminal activity
c) Any call for Police assistance
7 Risk assessments carried out by or on behalf of the licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
8 Frequent collection of all litter dropped within the vicinity of the licensed premises to be collected and removed at the licence holder's expense at regular intervals during opening hours. This includes washing away to the gutter any spilled food.
9 A zero tolerance drugs policy will be adopted at the premises.
10 An efficient queuing system will be in operation and the licence holder will arrange adequate supervision of any queue to prevent disorderly behaviour.
11 Regular staff training on any policy review.
12 We will co-operate fully with the police and other responsible authorities.
13 Any complaints from neighbours or local properties will be responded to promptly.
14 We will ensure waste collections and deliveries are carried out at appropriate times.
