Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 The sale of alcohol shall be restricted to residents of the hotel and their bona fide guests or persons attending pre-arranged functions, not organised by the licensee. Alcohol may also be sold to members of the public attending the restaurant, as ancillary to a full table meal.
3 The Licence holder is to support and rigorously enforce the Challenge 21 proof of age policy.
Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
i. UK photo driving licence
ii. Passport
iii. Proof of Age Standards Scheme Card
4 Staff involved in the supply of alcohol will be appropriately trained in the proof of age scheme in place on the premises, and records regarding the training will be maintained and available upon request.
5 Signage regarding the proof of age scheme to be applied at the premises will be displayed in both bars.
6 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises. No drinks are to be taken outside at any time.
7 At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
8 Noise from any regulated entertainment will be inaudible at the nearest sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents or their guests. Any noise limit agreed with the Local Authority must be controlled by a sound limiter / cut out device installed by a reputable sound engineer.
9 All external windows and doors in the function room will be kept closed during regulated entertainment except in the event of an emergency.
10 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the Licensee or Management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
11 The placing of refuse such as bottles into receptacles outside the premises shall not take place after 2200 hours so as to prevent disturbance to nearby premises.
12 Regular electrical and gas safety checks to be carried out.
13 Adequate and appropriate first aid equipment will be kept at the premises.
14 CCTV will be installed internally at the premises and will comply with the following:
a) The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. The entrance, restaurant, and the bar area are to be covered by the system. The system will incorporate a camera covering each of the entrance doors and will be capable of providing an image which is regarded as identification standard.
b) The system will display on any recording the correct time and date of the recording.
c) The system will make recordings during all hours the premises are open to the public.
d) VCR tapes or digital recording shall be held for a minimum of 31 days and 28 days respectively, after the recording is made and will be made available to the Police or any authorised persons acting for Responsible Authority for inspection upon request.
e) The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
15 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times that the premises is open to the public. This staff member will be able to show Police recent data or footage with the absolute minimum of delay when requested.
16 Appropriate signage alerting customers to CCTV recording shall be displayed in conspicuous positions on the premises.
