Annex 2 - Conditions consistent with the Operating Schedule
1 The premises licence shall be operated in conjunction with pages 1 - 10 of the attached schedule (Appendix LIC/1).
2 The provision of alcohol at any event will be solely restricted to authorised stalls and the sale and supply of the alcohol restricted to sealed containers.
3 Lancashire Constabulary Police reserve the right to veto any Licensable Event in the interests of Public Safety.
4 In relation to all events where hot or cold drinks are supplied in open containers, disposable plastic drinking vessels or similar will be used with the exception of designated areas which will utilise safety glass. Those designated areas will be agreed with Lancashire Constabulary in advance of that said event.
5 Any Site Security if required will be SIA registered and deployed in appropriate numbers as per consultation between the Premises Licence Holder and the Lancashire Constabulary for all Events. If event organisers wish to engage the services of the Police they must do so in accordance with current ACPO guidelines and that cost recovery will be set by the Chief Constable in accordance with said guidelines.
6 A copy of any Event Operational Plan shall be lodged with the Blackpool Police Licensing Unit. The event organisers' Operating Plan will be incorporated as part of the Premises Licence conditions (Operating Schedule) and will incorporate any additional measures that will be taken to manage crime and disorder on these occasions.
7 Any events which involve an anticipated attendance of between 1,000 - 5,000 shall be communicated to the Police at least 28 Days in Advance (Notice period).
8 Any event which involves an anticipated attendance of more than 5,000 shall be communicated to the Police 90 days in advance (Notice Period).
9 The Operating Schedule must carry a clear disclaimer that give assurances that events which require any Policing (whether at Public or Private Cost) must not be staged when the Lancashire Constabulary consider that they are unable to meet demand to any other Operational Commitments, pre- determined, anticipated or spontaneous e.g. Riot, Civil Unrest, Terrorism.
10 Noise from any form of Regulated Entertainment shall not cause unreasonable disturbance within the nearest sensitive properties.
11 The volume of amplified sound used in connection with any regulated entertainment shall, at all times, be under the control of the Performer / Entertainer.
12 Vibration produced as a result of any regulated entertainment shall not be perceptible in any adjoining or nearby sensitive properties.
13 No amplified regulated entertainment shall take place on proposed site numbers 3, 31 and 36-39 unless pre-agreed with the Head of Environmental Services.
