Annex 2 - Conditions consistent with the Operating Schedule
1 Non-standard timings:
a) For activities E, L, M and the opening hours of the premises an additional hour shall be permitted on the Sunday of the Spring, May, Easter and August Bank Holidays.
b) On New Year’s Eve for activities E, L, M and the opening hours of the premises, permitted hours shall be extended from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day.
c) An additional hour will be permitted to activities E, L, M and the opening hours of the premises on the day when British Summertime commences.
2 Those persons attending the premises are caravan owners only.
3 Any existing level of lighting outside the premises will continue.
4 CCTV will be installed internally and externally at the premises and will comply with the following:
The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system. The system will incorporate a camera covering each of the entrance doors and will be capable of providing an image which is regarded as identification standard.
The system will display on any recording the correct time and date of the recording.
The system will make recordings during all hours the premises are open to the public.
VCR tapes or digital recording shall be held for a minimum of 31 days and 28 days respectively, after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
5 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show recent data or footage with the absolute minimum of delay when requested to a Police Officer or to a Local Authority Enforcement Officer.
6 The Licence Holder or Designated Premises Supervisor shall notify the Police Licensing Unit on any occasion when the CCTV is to be inoperative for a period in excess of one working day and shall provide a certificate from a competent person stating the reason for the system being inoperative and the measures which have been taken to satisfy the licence conditions.
7 Appropriate signage alerting customers to CCTV recording shall be displayed in conspicuous positions on the premises.
8 Annual documented maintenance checks of the CCTV system, including the recording system will be undertaken by the Designated Premises Supervisor to ensure that the system is in good working order and fit for purpose.
9 A Resort Security team is to be on duty from 17.00 to 09.00 and will remain in radio contact with each other and the with the entertainment venues and bars on the caravan park.
10 No customer will be allowed to bring alcohol in open or sealed bottles on to the premises.
11 Tables will be cleared of all empty bottles and glasses on a regular basis.
12 The premises licence holder shall accept the following forms of ID as valid proof of age and identity:
1. Picture driving licence
2. Passport
3. PASS accredited proof of age card
4. Any other form of identification as approved or prescribed by the Secretary of State as a mandatory condition.
13 If required crime prevention notices will be displayed in the premises warning customers of any prevalent crime that may affect them.
14 All staff who work behind the bar will be fully trained to ensure that no person who is drunk or disorderly or who appears to be under the age of 18 is served with intoxicating liquor.
15 Consideration will be given to fixing a capacity limit after consultation with the fire service where there is no fire certificate.
16 There shall be a suitable number of adequately trained staff to ensure the safe evacuation of people from the premises in the event of an emergency such staff will have been issued with specific duties in the event of an emergency.
17 All staff shall have received shall have received training on the safe evacuation of the premises in the event of an emergency.
18 Adequate arrangements will be made in the Fire Evacuation Plan to ensure the safe evacuation of any customers in the event of an emergency.
19 All fire escape routes shall be kept unobstructed and will be clearly identifiable.
20 All escape doors and escape routes will be checked before the premises open for trading to the public.
21 All fire exit doors shall be available and shall be capable of opening without the use of any key, card, code or similar means.
22 Fire doors will be self closing and shall not be held open other than by devices approved by the fire service or health and safety department.
23 Edges to steps and stairways shall be maintained as to be conspicuous.
24 Hangings, curtains and temporary decorations shall be maintained in a flame retardant condition and shall not obstruct fire exits, fire safety signs or fire fighting equipment.
25 Any upholstered seating shall comply with current fire safety regulations.
26 Notices detailing the action to be taken in the event of fire or other emergency will be prominently displayed in the premises.
27 Access will be provided for the emergency services and will be kept clear and free from obstruction.
28 Fire evacuation tests will be carried out every 6 months and a record maintained of those tests.
29 All fire fighting equipment will be maintained in good working order and shall be available for immediate use.
30 At least one first-aider will be on duty and if there are more than one on duty their roles will be clearly defined.
31 All emergency lighting and fire safety signage will be maintained in good working order and will not be altered without the approval of the Fire Authority.
32 An adequate supply of free drinking water shall be provided for all customers.
33 Reasonable steps will be taken to recognise the need of local residents and to encourage customers to leave quietly.
34 All staff working in the entertainment venues or security staff must provide Bourne Leisure Limited with a Criminal Record Bureau Check.
35 At least one personal licence holder (whose identity will be known to all other staff engaged in the sale or supply of alcohol) will be available on the premises whenever the sale or supply of alcohol is being undertaken, after 00.00, except in the case of emergency.
36 The licence holder and the Designated Premises Supervisor shall nominate another person, who will deputise for the Designated Premises Supervisor in his/her absence, and shall ensure that the identity of the deputy is known by all other staff when such absence occurs.
37 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
38 All staff engaged in the supply of alcohol to have received suitable training in relation to the premises policy in dealing with persons who are drunk and/or drugged. Records to evidence this will be made available to an authorised officer upon request.
39 Appropriate measures will be taken to ensure staff prevent the removal of bottles and glasses from the licensed premises.
40 An incident book will be maintained, in which shall be recorded:
(i) All incidents of crime and disorder
(ii) Refused sales to suspected under age / drunken persons
(iii) A record of any person refused admission or asked to leave the premises
(iv) Details of occasions upon which the Police are called to the premises
(v) The use or discovery of drugs
That book shall be available for inspection by a Police Officer or authorised person.
41 Any person under the age of 16 must be accompanied by a responsible adult and remains the responsibility of the accompanying adult at all times when using the premises. Members of staff are not allowed to be in sole supervision of children.
