Annex 2 - Conditions consistent with the Operating Schedule
1 Alcohol is to be sold or supplied to residents and their guests only.
2 A proof of age scheme will be in operation at the premises.
3 The means of escape should be safe, free from any obstruction and checked prior to the public being admitted on the remises. Checks shall be documented and records available for inspection by a Fire Officer, Police Officer or authorised officer of the Council.
4 A Fire Risk assessment to be completed by a competent person and the significant findings made available for inspection by a Fire Officer, Police Officer or authorised officer of the Council.
5 Any staff or responsible persons using the property shall receive training in action to be taken in the event of a fire or suspicion of a fire, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised officer of the Council.
6 An electrical Fire alarm system to be provided incorporating sounders and manually operated call points, with Automatic Fire Detection included in unoccupied areas, storerooms, common corridors, in which a fire could develop to the extent that escape routes could be affected before the fire is discovered. The Fire alarm to be tested in accordance with BS 5839 part 1 this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised officer of the Council.
7 Escape routes are to be indicated and illuminated by Emergency escape lighting which is to be tested in accordance with BS 5266 this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised officer of the Council.
8 Regulated entertainment will be for residents and their guests only.
9 Noise from any regulated entertainment will be inaudible at the nearest noise sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to local residents
10 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the Licensee or Management and the controlling mechanism shall be operated from a part of the premises inaccessible to customers.
11 All external windows, fire doors and internal doors leading into the licensed area which by their opening would allow noise from regulated entertainment to escape externally and cause disturbance to local residents, should remain closed during the provision of the said regulated entertainment except when being used as an escape route in the event of an emergency.
12 The removal and movement of rubbish, bottles and beer barrels from the premises and subsequent storage externally to the building prior to collection shall be undertaken between 08.00 and 21.00 hours only to prevent disturbance to local residents from such activities.
13 There shall be placed at all exit points from the premises in a place where they can be seen and easily read by customers, clear and legible notices requiring patrons to leave the premises and the area quietly so as to minimise disturbance to local residents.
14 All external smoking areas provided for the premises shall be located in such a position, so that any associated use does not cause a nuisance to any nearby noise sensitive properties. Suitable external receptacles shall be provided for the disposal of all discarded smoking related litter, so as to prevent waste litter being deposited onto the highway.
