Annex 2 - Conditions consistent with the Operating Schedule
1 There shall be placed at all exits from the premises, in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises and the area quietly.
2 The means of escape should be safe, free from any obstruction and checked prior to the public being admitted on the premises. Checks shall be documented and records available for inspection for a Fire Officer, Police Officer or authorised Officer of the Council.
3 A fire risk assessment to be completed by a competent person and the significant findings made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
4 Any staff or responsible persons using the property shall receive training in action to be taken in the event of a fire or suspicion of a fire, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
5 An electrical fire alarm system to be provided incorporating sounders and manually operated call points, with automatic fire detection included in unoccupied areas, storerooms, common corridors, in which a fire could develop to the extent that escape routes could be affected before the fire is discovered. The fire alarm shall also be connected to any living accommodation, in the building, to give early warning in case of fire. The fire alarm to be tested in accordance with BS 5839 part 1 this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
6 Escape routes, where necessary, are to be indicated and illuminated by emergency escape lighting which is to be tested in accordance with BS 5266, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
7 A tamper proof CCTV system shall be installed at the premises in liaison with and to the satisfaction of Lancashire Constabulary and shall be used to record during all hours that a licensable activity takes place on the premises.
8 A CCTV camera shall be installedat the locations marked "CCTV CAMERA" on the plan of the premises.
9 Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with the manufacturer's instructions.
10 There shall be displayed on the premises notice(s) to warn members of the public visiting the premises of the incidence of crime, which may affect them. The notice(s) shall be displayed in a position where it is clearly visible to members of the public.
11 Any outbreak of fire of any kind shall be reported to the Fire Service immediately and a written record shall be made in a logbook kept for that purpose.
12 There shall be maintained on the premises at all times an adequate and appropriate supply of first aid equipment and materials.
13 No nuisance shall be caused by noise coming from the premises or by vibration transmitted through the structure of the premises.
14 Where there are any offensive smells created on the premises, provision shall be made for such smells to be vented from the premises so that they do not cause a nuisance to nearby properties.
15 There shall be provided at the premises containers for the storage and disposal of waste foods and other refuse from the premises. Those containers shall be constructed, maintained and located so that access to them by vermin and unauthorised persons is prevented and arrangements shall be made for the regular lawful disposal of their contents.
16 No person under the age of 12 shall be permitted on the premises between the hours of 2300 - 0030 Sunday to Thursday and 2300 - 0200 Friday and Saturday.
17 A high counter is installed to prevent access to cooking areas.
