Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 The premises shall be equipped with a CCTV system that shall meet the following criteria:
a. The system shall comprehensively cover the public areas of the premise.
b. The system shall capture a clear head and shoulders view of persons entering the premise.
c. The system shall be maintained in proper working order
d. The system shall display on any recording the correct time and date of the recording.
e. The system shall be recording during all times the premise is open to the public.
f. The recorded VCR tapes or digital recording media shall be held for a minimum of 31 days after the recording is made and shall be made available to the police for inspection on request.
g. On request from the police CCTV footage will be provided on removable media on request within 24 hours.
h. CCTV signage should accompany the system both externally and internally to the building. An A4 size advisory sign indicating that CCTV is in operation in the premise should be displayed on the outside of the building at the main entrance and inside the premise.
3 The premise shall have in place a written 'check 21' policy. This policy shall be actively promoted and state that any person to which the sale or supply of alcohol is being made, who looks or appears to be under 21 years of age shall be asked to provide identification that they are 18 years of age or over. The following are the only forms of identification acceptable:
a. Passport
b. Photo driving licence
c. PASS accredited holographic proof of age card
d. Any other form of identification agreed with Police Licensing Unit.
Signs promoting this policy shall be prominently displayed at the public entrance and alcohol sales area.
4 A refusals register will be maintained to show all refusals of service.
5 There will be no sales of alcohol in open containers.
6 The exterior of the premises will be well illuminated.
7 Alcohol will be located within view of the checkout and not within 3 metres of any entrance / exit.
8 All staff members will receive training in relation to age related sales, the 'check 21' policy and the provisions of the Licensing Act 2003. Records of this training will be kept on the premises and will be produced to the Police, Trading Standards or Local Authority Enforcement Officers on request.
9 Signage will be displayed at the entrance and on the alcohol display area(s) advising customers that it is an offence to purchase alcohol on behalf of a person under the age of 18 years.
10 The premises licence holder or his representative will become members of the local Off Watch or similar scheme which may be established in the area as part of a neighbourhood improvement scheme.
11 Any person known by the staff at the premises to be causing a disturbance or nuisance in the vicinity of the premises will be refused entry.
