Annex 2 - Conditions consistent with the Operating Schedule
1 A full event health and safety risk assessment, fire safety and evacuation plan document will be in place. This will include site capacities as approved by the fire officer.
2 Disruption to local residents will be kept to a minimum and signs will be in place asking patrons to respect our neighbours. Noisy and inappropriate behaviour will be challenged at all times.
3 A mobile CCTV system will be in operation at the premises at all times whilst open to the public. The CCTV system shall be maintained and operated to the reasonable satisfaction of Lancashire Constabulary. The system will make recordings during all hours the premises are open to the public. VCR or digital recordings shall be held for a minimum of 28 days after the recording is made and will be available to the Police for inspection upon request.
4 Entry to the premises will only be admitted on production of a wristband.
5 All staff and volunteers employed at the premises will be briefed as to the meanings of the difference in colours of the wristbands.
6 An adequate number of licensed door supervisors will be on duty as appropriate to any risk assessment.
7 SIA trained security will be present on the site throughout the weekend.
8 There will be radio communication between all key personnel on site.
9 All SIA personnel, volunteers and organisers will wear high visibility vests / jackets.
10 SIA registered door supervisors will monitor (and where necessary search) all members of the public entering and exiting the premises.
11 SIA personnel and volunteers will be pre-briefed on procedures if drug taking is suspected and bag checks will be in operation on entry to the premises.
12 Where there is reasonable suspicion that drugs are being carried, the licence holder and DPS shall ensure that the outer clothing, pockets and bags of those entering the venue are searched by a trained staff member of the same sex.
13 The licence holder and the Designated Premises Supervisor shall arrange adequate supervision of any queue, which may form to gain entry to the premises.
14 The licence holder shall erect and maintain suitable and sufficient conspicuous signage on the exterior of the premises advising patrons that causing any disturbance or disorder in a queue will result in admission being refused.
15 Clearly visible notices shall be displayed advising those attending that
i. It is a condition of entry that customers agree to be searched, and
ii. Police will be informed if anyone is found in possession of controlled substances or weapons.
16 The use of glass containers is not allowed. Beverages will be served in plastic or polycarbonate containers. No such containers are permitted to be removed from the premises.
17 Responsible drinking is to be promoted at all bars and intoxicated people will be removed from the enclosure. All bar staff, volunteers and SIA personnel will be pre briefed on anti-social behaviour and responsible drinking practices.
18 Unaccompanied persons under 16 years of age will not be allowed upon the premises at any time the premises are operating.
19 An authorisation of sales, signed and dated by the DPS, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises. All staff involved in sales will be at least 18 years of age and will receive training to promote the licensing objectives. All training to be documented and records made available on request to any authorised officer.
20 In relation to the sale and service of alcohol, the licence holder and DPS are to support and rigorously enforce the Challenge 25 Proof of Age policy. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
i. Photo driving licence;
ii. Passport;
iii. Proof of Age Standards Scheme Card.
All staff involved in the supply of alcohol and all security staff to have received suitable training in relation to the Challenge 25 policy. All training to be documented and records made available on request to any authorised officer.
21 A Challenge 25 Proof of Age policy will be in place at the entrance of the Premises to all persons who are wearing an adult wristband and who look or appear to be under the age of 25. They shall be asked to provide an acceptable form of identification to prove that they are over the age of 18.
22 Any advertisement and/or promotion for the Event will specify that a Challenge 25 Policy will be in place.
23 Young people will have no access to gaming machines, cigarettes or alcohol.
24 Frequent collection of drinking vessels will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises. Rubbish will be regularly cleared away to avoid any build up of waste.
25 The licence holder and the DPS shall ensure that the arrangement for the storage of empty bottles prevents unauthorised access to those bottles.
26 There will be no adult entertainment on the premises.
27 All traders will complete an application stipulating that no adult products will be available for sale on the premises. The Organisers will regularly patrol the stalls selling products and ensure that stall holders remove any offensive goods/ material which are on display.
28 The capacity limit as agreed in consultation with the Fire Service will not be exceeded.
29 A minimum of one personal licence holder will be present at each outlet serving alcohol (in addition to the Designated Premises Supervisor) at all times during the duration of the Event.
30 The premises shall be operated in participation with the 'Pubwatch' Scheme. Those persons who are subject to Pub Watch Bans will not be allowed entry to the Premises.
31 The premises shall maintain a drinks pricing policy which complies with any Local Authority resolution made in accordance with approval from the Licensees Forum or any successor liaison body recognised by the Licensing Authority.
32 At least one trained first-aider will be on the Premises at all times the Premises is open to the public.
