Annex 2 - Conditions consistent with the Operating Schedule
1 The hours for the sale and supply of alcohol are as follows :
(a) To non-residents attending functions or taking table meals and persons permanently or temporarily resident in premises on Charnley Road, Blackpool -
(i) Monday to Sunday, 06.00 p.m. to 12 Midnight.
(b) To residents and their bona fide guests -
(i) Monday to Sunday, Midnight to Midnight.
2 The primary purpose of the premises operation will be as a hotel providing residential accomodation and ancillary facilities for hotel residents.
3 Sale of alcohol to members of the general public shall be restricted to persons permanently or temporarily resident in premises on Charnley Road, Blackpool.
4 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
5 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
6 At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (who's identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of an emergency.
7 The premises are to be operated in accordance with the principles outlined in the 'Nightsafe' initiative, as are relevant to those premises, and indicated in the associated leaflet.
8 Noise from any Regulated Entertainment, Mechanical Ventilation or Refrigeration Plant shall be inaudible within the nearest sensitive properties or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to the residents of these properties or their guests.
9 There shall be no audible noise or perceptible vibration through the fabric of the building or structure to any habitable part of any adjoining property. (Habitable part means any part of the building or outdoor space, in substantial use at the time of the entertainment and does not include bathrooms, toilets, corridors or access lobbies).
10 All external windows and doors in the function room will be kept closed during regulated entertainment except in the event of an emergency and for access or egress.
11 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
12 Regular assessments of the noise coming from the premises during regulated entertainment shall be made and the noise level adjusted accordingly.
