Annex 2 - Conditions consistent with the Operating Schedule
1 Notices will be displayed instore stating that it is an offence for under 18s to purchase alcohol.
2 The store is fitted with a panic alarm for staff to use in case of emergency.
3 No deliveries will take place between the hours of 23.00 to 06.00.
4 A Challenge 25 scheme is in place at the premises and notices to this effect will be prominently displayed within the store.
5 The premises are equipped with an electronic till prompt when alcohol is scanned to remind staff to check the age of the purchaser.
6 Whenever the DPS is not at the premises another person shall be nominated by them to be the responsible person to manage the premises.
7 A written delegation of authority record will be kept at the premises whereby non personal licence holders are authorised to make sales on behalf of a personal licence holder.
8 At least one person having the NCPLH qualification will be available at all times that alcohol is on sale.
9 CCTV will be installed internally and externally at the premises and will comply with the following:
The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system. The system will incorporate a camera covering each of the entrance doors and the alcohol display areas and will be capable of providing an image which is regarded as identification standard.
The system will display on any recording the correct time and date of the recording.
The system will make recordings during all hours the premises are open to the public.
VCR tapes or digital recording shall be held for a minimum of 31 days and 28 days respectively, after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
The system will, as a minimum record, images of the head and shoulders of all persons entering the premises.
10 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show police recent data or footage when requested.
11 The Licence Holder or Designated Premises Supervisor shall notify the Police Licensing Unit on any occasion when the CCTV is to be inoperative for a period in excess of one working day and shall provide a certificate from a competent person stating the reason for the system being inoperative and the measures which have been taken to satisfy the licence conditions.
12 Appropriate signage alerting customers to CCTV recording shall be displayed in conspicuous positions on the premises.
13 No alcohol shall be sold in single cans, with the exception of occasional items that are sold because their original packaging has been damaged.
14 No beer or cider may be sold with an ABV above 5.5%.
15 Signage will be displayed at the exit of the premises requesting to remind customers that drinking on the street is prohibited.
16 All refusals of sales of alcohol will be recorded and such record will be available for inspection by a Police Officer or authorised person on request.
17 All incidents of crime and disorder occurring at the premises will be recorded and such record will be available for inspection by a Police Officer on request.
18 All staff to have received suitable training in relation to the Challenge 25 proof of age scheme which is adopted at the premises. The following forms of identification will be acceptable: photo driving licence, passport, proof of age standards scheme card, any other locally or nationally approved form of identification which may be introduced in the future. Records to evidence this will be made available to an authorised officer upon request.
19 All staff engaged or to be engaged in the sale of alcohol on the premises shall receive the following training in age restricted sales;
i. Induction training which must be completed and documented prior to the sale of alcohol by the staff member,
ii. Refresher / reinforcement training twice a year
