Annex 2 - Conditions consistent with the Operating Schedule
1 Intoxicants to be served to residents and their bona fide guests only.
2 All staff to have received suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
3 The premises are to be equipped with a closed circuit television system, which is appropriate to its purpose and provided and maintained to the satisfaction of the enforcement authorities.
4 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
5 At least one personal licence holder will be available while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
6 Only toughened glass vessels are used to dispense beverages to customers.
7 The premises are operated in accordance with the principles outlined by the 'Nightsafe' initiative, as are relevant to those premises, and indicated in the associated leaflet.
8 The premises shall be operated in participation with the 'Pubwatch' and 'Radiolink' schemes.
9 The licence holder shall erect and maintain in a prominent position at every exit a clear and conspicuous notice requesting patrons to avoid causing noise, nuisance or disturbance to local residents.
10 The licensee shall ensure that staff arriving before 0900 or departing late at night when the business has ceased trading conduct themselves in such a manner to avoid disturbances to nearby residents.
11 The placing of refuse, such as bottles, into receptacles outside the premises shall take place between 0800 and 2200 so as to prevent disturbance to nearby premises.
12 The Licensee shall ensure that noise or vibration shall not emanate from outside the premises such as to cause persons in the neighbourhood to be disturbed. To this end sound insulation shall be provided and regard must be had to the ventilation requirements for the premises. All sound insulation shall be installed to the satisfaction of the Council.
13 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licensee or management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
14 The licence holder supports and will continue to rigorously enforce the Challenge 21 proof of age policy. Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence, Passport, Proof of Age Standards Scheme Card.
15 No entertainment of an 'adult' or 'sexual' nature will take place upon the licensed premises.
16 Performances which are advertised or promoted for a children's audience will be staffed by persons who have been trained by the management of the licensed premises in relation to the emergency evacuation and supervision of children. The training shall be to the satisfaction of the Responsible Authority.
17 Staff employed to supervise children performing in or attending regulated entertainment shall be familiar with the layout of the premises, the location of facilities, fire escape routes and the location of the fire fighting equipment.
18 The licence holder shall erect and maintain a sufficient number of signs at each bar or alcohol sales point informing customers that sales will not be made to persons under 18 years of age.
19 Any restrictions imposed by the Licence Holder, Designated Premises Supervisor and / or the terms of this licence will be prominently and clearly displayed at the entrance(s) to the licensed premises.
20 The means of escape should be safe, free from any obstruction and checked prior to the public being admitted on the premises. Checks shall be documented and records available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
21 A fire risk assessment to be completed by a competent person and the significant findings made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
22 Any staff or responsible persons using the property shall receive training in action to be taken in the event of a fire or suspicion of a fire, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
23 An electrical fire alarm system to be provided incorporating sounders and manually operated call points, with Automatic Fire Detection included in unoccupied areas, storerooms, common corridors, in which a fire could develop to the extent that escape routes could be affected before the fire is discovered. The fire alarm shall also be connected to any living accommodation to give early warning in case of fire. The fire alarm to be tested in accordance with BS5839 part 1, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
24 Escape routes are to be indicated and illuminated by emergency escape lighting which is to be tested in accordance with BS5266, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council
