Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 There will be no sales of alcohol in open containers and no alcohol will be allowed to be consumed on the premises (so far as is practicable to enforce).
3 No persons under the age of 18 will sell alcohol at the premises.
4 The areas immediately outside all entrances and exits and where customers congregate on the public highway must be kept clean, tidy and free from litter.
5 Whenever the DPS is not at the premises another person shall be nominated by them to be the responsible person to manage the premises.
6 A written delegation of authority record will be kept at the premises whereby non personal licence holders are authorised to make sales on behalf of a personal licence holder.
7 At least one Personal Licence holder will be available (this does not mean necessarily present at the premises) at all times that alcohol is on sale.
8 Inside the premises, the CCTV system in existence shall cover, as a minimum, the area which shall be used for alcohol and will record images of the head and shoulders of all persons entering the premises
9 The CCTV system will display on any recording the correct time and date of the recording;
10 CCTV Images shall be retained for a period of 28 days and made available on enforcement request.
11 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show police recent data or footage with the absolute minimum of delay when requested.
12 The licence holder and/or DPS shall support and rigorously enforce the Challenge 25 Proof of Age Policy. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
i) UK photo driving licence,
ii) Passport,
iii) Proof of Age Standards Scheme Card,
iv) OR any other nationally or locally approved card which may be introduced in the future
13 All staff shall receive suitable training in relation to the proof of age scheme to be applied upon the premises. Records to evidence this will be made available to an authorised officer upon request.
14 An incident book will be maintained, in which shall be recorded :
i) All incidents of crime and disorder,
ii) Refused sales to suspected under age / drunken persons,
iii) A record of any person refused admission or asked to leave the premises,
iv) Details of occasions upon which the Police are called to the premises.
That book shall be available for inspection by a Police Officer or authorised officer of a responsible authority.
