Annex 1 - Mandatory conditions
1 Alcohol shall not be sold or supplied except during permitted hours. Permitted hours means:
a) Monday to Wednesday 1000 to 0100
b) Thursday to Saturday 1000 to 0200
c) Sunday 1100 to 0030
d) On Christmas Day, 1100 to 2300
e) On New Year’s Eve 1000 to terminal hour on New Year's Day
f) Non standard timings - an extra hour may be added to the permittted hours on the following days:
Maundy Thursday, Good Friday, Easter Saturday, Easter Sunday, Easter Monday; Friday - Monday of May Day, Spring Bank and August Bank Holiday weekends; first and last night of the 'Illuminations' display; 23-24 and 26 December; Friday and Saturday of 'Pigeon Weekend'.
2 No supply of alcohol may be made under the premises licence -
a) At a time when there is no designated premises supervisor in respect of the premises licence,
or
b) At a time when the designated premises supervisor does not hold a personal licence, or his personal licence is suspended.
3 Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
4 Exhibition of films
Where the film classification body is specified in the licence, unless the following applies, admission of children must be restricted in accordance with any recommendations made by that body
Where -
a) The film classification body is not specified in the licence,
or
b) The relevant licensing authority has notified the holder of the licence that this condition is applied to the film in question,
Admission of children must be restricted in accordance with any recommendation made by that licensing authority.
5 Any individual employed on the premises to carry out a security activity must be licensed by the Security Industry Authority.
6 The terms, conditions and restrictions detailed in the Blackpool Borough Council Entertainments Licences (Standard Conditions) Regulations 1985 must be adhered to at all times.
The premises shall not be used for public entertainment on Sunday except between the hours defined by the schedule and then only for (a) musical entertainment as defined by the Sunday Entertainments Act 1932, and (b) dancing in respect of which an admission charge is not made.
Music must not be excessive in volume and must be under the control of the holder of the licence or his duly appointed representative. The requirements of the Licensing Authority's Environmental Health Division in relation to levels of noise produced inside or outside the premises as a result of, incidental to, or arising from the public entertainment, shall be complied with:
1. The rear entrance doors should only be used in the case of emergency
2. Noise generated from music and entertainment should be inaudible in adjacent private residential accommodation and private accommodation within the vicinity of the licensed premises.
The maximum number of persons to be accommodated in the premises or in any particular part of the premises at any one time shall be 600.
No person other than David Storey shall give at the premises (otherwise than as provided by Section 5 of the Hypnotism Act 1952) any exhibition, demonstration or performance of hypnotism, mesmerism or any similar act or process which produces or is intended to produce in any other person any form of induced sleep or trance in which the susceptibility of the mind of that person to suggestion or direction is increased or intended to be increased.
The Model Conditions in the annex to the Home Office Circular No. 42/1989 must be complied with in full.
