Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 The standard timings for the supply of alcohol shall not prohibit:
a) Consumption of alcohol on the premises or the taking or supply of alcohol to any person residing in the premises.
b) The supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied.
3 Off sales of alcohol may be made for consumption on the adjoining Amusement Park covered by Premises Licence PL1837 issued by Blackpool Council.
4 The volume of amplified sound used in connection with any regulated entertainment shall at all times be under the control of the Licensee or Management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public.
5 The premises licence holder will risk assess the requirement for door supervisors at the premises when hosting a function and shall employ door supervisors in such numbers and at such times as is deemed necessary by the risk assessment.
6 A record shall be kept on the premises of every person employed at the premises as a door supervisor. The record is to contain the following details:
(i) Name and address
(ii) Date of birth
(iii) SIA licence number
(iv) Time duty commenced and time duty terminated
Said records are to be made available for inspection upon request by a Police officer or any authorised officer.
7 Appropriate measures will be taken to ensure staff prevent the removal of bottles or glasses from the curtilage and grounds of the licensed premises.
8 CCTV will be installed internally and externally at the premises and will comply with the following:
a) The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system. The system will incorporate a camera covering each of the entrance doors and will be capable of providing an image which is regarded as identification standard.
b) The system will display on any recording the correct time and date of the recording.
c) The system will make recordings during all hours the premises are open to the public.
d) Recordings shall be held for a minimum of 28 days, after the recording is made and will be available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
e) The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
9 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show recent data or footage with the absolute minimum of delay when requested to a Police Officer or to a Local Authority Enforcement Officer.
10 Bi-annually documented maintenance checks of the CCTV system, including the recording system will be undertaken by the Designated Premises Supervisor to ensure that the system is in good working order and fit for purpose.
11 The Licence Holder and the Designated Premises Supervisor shall ensure that only toughened glass or polycarbonate vessels are used to dispense beverages to customers.
12 At least one personal licence holder will be contactable while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
13 Another member of staff shall be nominated to act for the Designated Premises Supervisor, in their absence, whose identity is known by all other staff when such absence occurs.
14 Adequate first aid provision is available at all times.
15 Risk assessments carried out by or on behalf of the Licence holder which relate to a licensing objective will be available for inspection by an officer or a Responsible Authority.
16 Security arrangements are sufficient to discourage the sale and consumption of drugs and shall ensure such arrangements include regular checks of toilet areas.
17 Records of incidents involving the use and/or detection of drugs shall be maintained and those records shall be available for inspection.
18 Confiscated and found drugs shall be stored, disposed, transferred in accordance with procedures agreed with the Lancashire Constabulary.
19 Frequent collection of glasses and bottles will be undertaken to ensure that empty containers do not accumulate in or around the licensed premises.
20 No outside bins are to be emptied after 22.00 hours.
21 There shall be a 'Challenge 25' Policy in operation at the premises whereby any individual who appears to be under the age of 25 years shall be required to produce proof that they are at least 18 years by way of one of the following forms of identification:
a) A PASS accredited Proof of Age card
b) Photocard driving licence
c) Passport
d) Citizen Card supported by the Home Office
e) Official ID card issued by HM Forces or European Union bearing a photograph and birth of holder
22 All staff shall receive training in relation to the 'Challenge 25' policy at least every six months and such training will be documented and made available for inspection upon request by Lancashire Constabulary or any authorised officer.
23 All staff will receive training in relation to conflict management at least every six months and such training will be documented and made available for inspection upon request by Lancashire Constabulary or any authorised officer.
24 An authorisation of sales, signed and dated by the DPS, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises. All staff involved in sales will be at least 18 years of age and will receive training to promote the licensing objectives. All training to be documented and records made available on request to Lancashire Police or any authorised officer.
25 An incident book will be maintained, in which shall be recorded:
(i) All incidents of crime and disorder
(ii) Refused sales to suspected under age / drunken persons
(iii) A record of any person refused admission or asked to leave the premises
(iv) Details of occasions upon which the Police are called to the premises
(v) The use or discovery of drugs
That book shall be available for inspection by a Police Officer or authorised person.
26 Any person under the age of 18 must be accompanied by a responsible adult and remains the responsibility of the accompanying adult at all times when using the premises (save in the event of an emergency or a lost child situation). Members of staff are not allowed to be in sole supervision of children.
27 The staff and management will allow immediate access to the hotel's booking records to any Police Officer, Responsible Authority or authorised person.
28 A record must be kept on the premises of any details of any groups that have pre-booked to use the premises including name and contact information of the person making the booking.
