Annex 2 - Conditions consistent with the Operating Schedule
1 The premises will operate as a family-friendly café. Children will be appropriately supervised by a responsible adult while on the premises, particularly when interacting with the resident cats.
2 A Challenge 25 age-verification policy will be operated for the sale of alcohol. Any person who appears to be under 25 years of age will be required to produce an acceptable form of photographic identification, such as a passport, photocard driving licence or approved proof-of-age card.
3 Staff involved in the sale of alcohol will receive appropriate age-verification and safeguarding training. A refusals record will be maintained and made available for inspection by an authorised officer upon request.
4 Alcohol will not be sold or supplied to any person under the age of 18, except where permitted by law. Staff will remain alert to attempted proxy purchases on behalf of children.
5 Any films shown at the premises will be suitable for the intended audience, and children will only be admitted in accordance with the applicable BBFC age classification.
6 No adult entertainment will be provided. Any craft evenings, talks, guest-speaker events or other activities attended by children will be appropriately managed and suitable for their intended audience.
7 CCTV shall be installed internally and externally at the premises. It shall be maintained and operated to the reasonable satisfaction of Lancashire Constabulary.
• All public areas of the premises will be covered by the system.
• The system will incorporate a camera covering all entrances and will be capable of providing an image which is regarded as identification standard.
• The system will display on any recording the correct time and date of the recording.
• The system will make recordings during all hours the premises are open to the public. Recordings shall be held for a minimum of 30 days and will be made available to the Police or any authorised person upon request.
• A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show recent data or footage immediately when requested by Police or an authorised person.
• They will also be able to provide to the requesting person, evidential quality footage, either electronically uploaded or onto a physical storage device. This must be done with the absolute minimum of delay and in any event before a maximum of 7 days have elapsed.
8 The premises will operate principally as a small, family-friendly cat café, with the sale of alcohol and occasional entertainment remaining ancillary to the main café use.
9 The premises licence holder and Designated Premises Supervisor will maintain effective management controls to ensure that the premises operate in accordance with the premises licence and that all four licensing objectives are promoted.
10 All staff will receive appropriate induction and ongoing training relevant to their duties, including the responsible sale of alcohol, age verification, safeguarding, emergency procedures,incident reporting and the prevention of public nuisance. Training will be recorded and refreshed as necessary.
11 Appropriate risk assessments, operating procedures and records will be maintained and regularly reviewed. A responsible member of staff will be present whenever licensable activities are taking place, and any concerns affecting the licensing objectives will be addressed promptly.

13 Alcohol will not be sold or supplied to any person who is drunk, and customers displaying threatening, abusive, violent or disorderly behaviour will be refused service and asked to leave the premises where it is safe to do so.
14 An incident log will be maintained at the premises to record any significant incidents, refusals of alcohol, complaints, disorder or visits by responsible authorities. The record will be made available for inspection by an authorised officer upon request.
15 The premises will be adequately supervised, and staff will remain alert to the risk of theft, disorder, drug misuse or other unlawful activity.
16 The police will be contacted promptly where a serious incident or suspected criminal offence occurs.
17 The premises will be maintained in a safe and orderly condition, with appropriate risk assessments and safety procedures in place.
18 All entrances, exits and escape routes will be kept unobstructed and clearly available whenever the premises are occupied. The number of customers admitted will be managed to avoid overcrowding and to maintain safe circulation within the café.
19 Any spillages, broken glass, damaged furniture or other hazards will be dealt with promptly. Electrical equipment and installations will be appropriately maintained and tested.
20 The resident cats will be appropriately supervised and managed, with suitable arrangements to protect the safety and welfare of customers, staff and animals.
21 Customers will be provided with clear instructions regarding appropriate interaction with the cats.
22 The premises will be managed so as to minimise disturbance to neighbouring residents and businesses.
23 Any music or entertainment will take place indoors and will be kept at a reasonable level appropriate to the premises’ operation as a small café. Doors and windows will be managed as necessary to prevent excessive noise escaping from the premises.
24 Customers will be encouraged to leave the premises quietly and with consideration for nearby occupiers, particularly following evening events. Staff will monitor the immediate vicinity of the premises and will respond promptly to any complaints concerning noise or customer behaviour.
25 Deliveries, refuse disposal and the movement of bottles or waste will be arranged at reasonable times and carried out in a manner that minimises noise. Waste and litter arising from the operation of the premises will be properly contained and regularly removed.
26 Suitable ventilation and extraction arrangements will be maintained to prevent cooking smells or other odours from causing nuisance to nearby properties.
