Annex 2 - Conditions consistent with the Operating Schedule
1. The holder of the premises license will continuously evaluate any potential threats to the licensing objectives and will cooperate with the authorities in doing so. This dedication encompasses the following actions:
• Making the contact information of the designated premises supervisor available to the authorities.
• Prohibiting access to the licensed premises by members of the public.
• Running the premises exclusively for the purpose of fulfilling online orders.
• Only delivering to the specific address indicated on each order and no other.
2. The business will take all necessary measures to ensure that it remains free from crime and disorder and does not create or contribute to it. The operation will implement the following policy:
• Couriers will not handle any cash.
• The duty to be a responsible alcohol retailer will be observed at all times, and alcohol sales will be refused if there is a possibility that such a transaction may contribute to crime and disorder. A security camera is installed outside and inside the premises, covering each entrance door and delivery gate.
3. The license and premises will be utilized exclusively for fulfilling online orders, and no direct sales will be conducted to the public from the site at any time. Customers will not be allowed to visit the premises.
4. Alcohol sales will be carried out exclusively via delivery, and cash on delivery will not be accepted. No sales or supplies of alcohol will take place if there is a reasonable expectation that it may have an adverse impact on the public safety licensing objective.
5. The premises is equipped with suitable firefighting equipment.
6. The designated premises supervisor and staff are aware of the importance of minimizing the negative impact caused by the business's operation. They will continually evaluate the possibility of public nuisance and take prompt action to resolve any issues. The staff will ensure that:
• Deliveries from the premises will be carried out in a responsible and thoughtful manner, with no disruption to local residents or businesses.
7. Terms and conditions will emphasize that purchasers and recipients of alcohol must be at least 18 years old.
8. Visitors to the website will be notified about age restrictions before gaining access. A pop-up window will require visitors to certify their age before viewing in-store content, ensuring that only customers aged 18 or older can access the website.
9. The premises will not offer or operate "on-demand" online sales or delivery through services such as Deliveroo or Just Eat.
10. Alcohol will not be served on the premises, and all alcohol sales must be delivered off the premises to a recorded address.
11. Delivery drivers shall require a signature from a person aged 18 or over before delivering goods. Proof of age shall be required. This condition shall not apply where this would be detrimental to public health (i.e. during a coronavirus pandemic).
12. All deliveries must be accepted by an individual in person (i.e. not left in a safe place or unsigned for, unless the above applies).
13. A record of all transactions shall be maintained. The transactions record shall contain the names, address, details of the order along with the requested time of the order. This shall be documented and available for inspection to Police officers or other authorised persons.
14. No alcohol shall be delivered to any person who the driver considers to be intoxicated.
