Annex 2 - Conditions consistent with the Operating Schedule
1. Training will be provided to promote a safe and orderly environment
2. Challenge 25 policy will be implemented to prevent the sale of alcohol to underage customers.All staff to have received suitable training in relation to the challenge 25 proof of age scheme. Refresher training on underage sales to be provided to all staff every six months. Records to evidence this will be made available to an authorised officer upon request.
3. CCTV must be installed at the premises and must comply with the following:
i. Appropriate signage alerting customers to CCTV recording must be displayed in conspicuous positions on the premises.
ii. The CCTV system must be installed, maintained, and operated to the reasonable satisfaction of Lancashire Constabulary. As a minimum the entrance and bar areas are to be covered by the system. The system will incorporate a camera covering the main entrance doors and must be capable of providing an image which is regarded as identification standard in all lighting conditions.
iii. The system must record all hours the premises are open to the public.
iv. Recordings must display the correct date and time.
v. Digital recordings must be held for a minimum period of 21 days. The system must as a minimum record images of the head and shoulders of all persons entering the premises.
vi. A staff member who is conversant with the operation of the CCTV system will be able to attend the premises within an hour if requested, at all times the premises are open to the public. This staff member will be able to show police recent data or footage with the absolute minimum of delay when requested.
4. An authorisation of sales, signed and dated by the DPS, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises.
5. Clear signs will be provided throughout the venue indicating emergency exits, first aid kits, and fire extinguishers, and training staff members in emergency procedures and basic safety practices.
6. Staff members will be trained on their legal responsibilities to protect children from harm and regular refresher training on child safeguarding will be provided.
7. The site will function primarily as table / lane service but with the option of ordering drinks at the bar.
8. Staff members will be trained to recognise signs of alcohol abuse, refuse service to intoxicated customers, and handle conflicts or disturbances appropriately.
9. Work closely with local law enforcement and other businesses in the area to promote a safe and secure environment.
10. At least one personal licence holder will be contactable while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
11. Customers carrying open or sealed bottles or glasses will not be admitted to the premises at any time. Additionally,customers will not be permitted to take open containers of alcohol from the premises.
All bottles and glasses will be removed from public areas as soon as the contents have been drunk or are empty.
12. There will be a capacity limit to prevent overcrowding which could lead to crime and disorder.
13. An anti-drugs policy will be operated.
14. Clear signage will be provided throughout the venue to indicate the location of emergency exits, first aid kits, and fire extinguishers.
15. All fire doors are maintained unobstructed and effectively self-closing and will not be held open other than with approved devices. Fire resistant doors to service shafts, ducts and cupboards will be kept locked shut.
16. Fire drill and emergency lighting tests are conducted weekly / monthly. Records of these tests will be available upon request.
17. An evacuation policy is in place that is to the satisfaction of the Fire Authority. All staff members to have been trained in fire and emergency evacuation procedures.
18. The premises will have current certificates of inspection for all portable firefighting equipment.
19. The premises will have a current certificate of inspection for the fire detection alarm.
20. Regular safety inspections will be conducted to ensure that all equipment and facilities are in good working condition and free from hazards.
21. Step and stair edges are appropriately highlighted so as to be conspicuous.
22. Adequate and appropriate First Aid equipment and materials are available on the premises.
23. Fire safety signs are adequately illuminated. Emergency lighting is installed and regularly maintained.
24. The premises have current and suitable Public Liability Insurance. A certificate will be obtained each year and displayed at the premises.
25. Free drinking water will be available at all times when the premises is open to the public.
26. A complete no smoking policy is in place at the premises.
27. Staff members trained in emergency procedures and basic safety practices. Encourage customers to promptly report any safety concerns to staff members.
28. A noise management plan is implemented to prevent excessive noise levels and disturbance to Neighbour's and other businesses in the area.
29. Prominent, clear and legible notices are displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly.
30. Encourage responsible drinking and behaviour among customers, and take appropriate action to prevent excessive noise or disorderly conduct.
31. Refuse receptacles are cleaned with disinfectant at least weekly.
32. All external lighting, including floodlighting, is directed away from adjacent occupiers.
33. Litter receptacles will be placed outside the premises for customers to use and are emptied at least daily. The premises will have a waste collection contract and staff will undertake a litter pick around the premises daily.
34. Clear signage will be displayed to indicate that the venue is open to both adults and children and that alcohol consumption is only permitted for those over the legal age limit
35. It will be ensured that any equipment used in the venue is safe and appropriate for use by children, and supervise children's activities to prevent accidents or injuries.
36. No under 18’s to be in the premises after 9pm
