Annex 2 - Conditions consistent with the Operating Schedule
1 On Christmas Eve, Boxing Day, New Year's Eve, Good Friday, Easter Sunday, St Patricks Day, St Georges Day, Bank Holidays and all Sundays preceding Bank Holidays Live Music to be licenced between the hours of 12.00 and 02.00.
2 On Christmas Eve, Boxing Day, New Year's Eve, Good Friday, Easter Sunday, St Patricks Day, St Georges Day, Bank Holidays and all Sundays preceding Bank Holidays Recorded Music to be licenced between the hours of 11.00 and 01.00.
3 On Christmas Eve, Boxing Day, New Year's Eve, Good Friday, St Patricks Day, St Georges Day, Bank Holidays Supply of Alcohol to be licenced between the hours of 11.00 and 01.00. On a Sunday the start time will be 12.00am.
4 On Christmas Eve, Boxing Day, New Year's Eve, Good Friday, Easter Sunday, St Patricks Day, St Georges Day, Bank Holidays and all Sundays preceding Bank Holidays the premises will close at 01.30.
5 A minimum of 1 SIA registered door supervisor shall be on duty from 21:00hrs until the premises closes on Fridays and Saturdays, with an additional 1 SIA registered door supervisor for every hundred customers. This also applies to Sundays prior to a bank holiday Monday, Boxing Day, Christmas Eve and New Year’s Eve. At all other times the licence holder will determine an appropriate number of door staff, having regard to a risk assessment maintained by the premises licence holder. The document must be available for Inspection if required.
6 Staff will carry out due diligence in relation to protecting children from harm and the dangers of alcohol, we will adopt the local authorities Under 25 policy which will consist of ID checks on anyone that looks under 25.
7 A Challenge 25 proof of age policy shall be implemented and adhered to. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
a. A recognised proof of age scheme accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS).
b. Photo driving licence.
c. Passport.
d. Official ID card issued by HM Forces or European Union bearing a photograph and date of birth of the holder.
8 If no suitable identification is provided the sale of alcohol to them will be refused. Suitable signage will be displayed to specify the Challenge 25 policy is in place.
9 All staff to have received suitable training in relation to the proof of age scheme. Refresher training on underage sales to be provided to all staff every six months. Records to evidence this will be made available to an authorised officer upon request.
10 At least one personal licence holder will be contactable while the supply or sale of alcohol is being undertaken (whose identity will be known to all other staff engaged in the supply or sale of alcohol) except in the case of emergency.
11 Another member of staff shall be nominated to act for the DPS in their absence whose identity is known by all staff when such absence occurs
12 An authorisation, signed and dated by the Designated Premises Supervisor, shall be kept at the premises showing all persons authorised by them to make sales of alcohol at the premises.
13 No person in possession of a drink in a sealed or unsealed container will be allowed to enter the premises except for the purposes of delivery.
14 CCTV will be installed at the premises and will comply with the following:
· The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary.
· The system will incorporate a camera covering the entrance doors and will be capable of providing an image which is regarded as identification standard.
· The system will display on any recording the correct time and date of the recording.
· The system will make recordings during all hours the premises are open to the public.
Digital recordings shall be held for a minimum of 28 days after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
15 Staff should be trained in conflict management.
16 Full time staff will be placed on a personal license course which will incorporate all of the Licensing objectives.
17 The licensee shall ensure that adequate supervision of the premises is maintained at all times during licensing activities.
18 External security lighting shall be maintained in good working order and used where appropriate.
19 The Licensee shall ensure that the external areas of the premises are kept clear of litter and refuse.
20 The Licensee will ensure that any instances of crime and disorder are recorded in an incident book and will be made available to any responsible authority on request.
21 The Licensee will also liaise with Police and local authority licensingdepartments on new and upcoming initiatives in the local area.
22 All firefighting and first aid equipment will be maintained in good working order and all staff will be trained in fire evacuation and how to administer first aid, if necessary.
23 The occupancy that will be advised by Fire and Rescue will be adhered to at all times.
24 Access and egress doors in and out of the premises will be kept clear and free from obstruction at all times.
25 The Licensee shall form and maintain a working relationship with local taxi companies and communicate this to patrons to ensure the arrival and departure of taxi's will be swift and quiet.
26 The Licensee will ensure that the ventilation and cellar cooling system will maintained in good effective working order to reduce noise within the local area, bottle skips will also be emptied at reasonable times as not to disturb residents.
27 Signs will be situated by exits asking to leave the premises, quietly and respectfully.
