Annex 2 - Conditions consistent with the Operating Schedule
1 CCTV will be installed internally and externally at the premises and will comply with the following:
The CCTV system shall be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public areas of the premises are to be covered by the system.
The system will display on any recording the correct time and date of the recording.
The system will make recordings during all hours the premises are open to the public.
Digital recording shall be held for a minimum of 28 days after the recording is made and will be made available to the Police or any authorised persons acting for a Responsible Authority for inspection upon request.
The system will, as a minimum, record images of the head and shoulders of all persons entering the premises.
A staff member who is conversant with the operation of the CCTV system will be available to attend the premises within an hour at all times when it is open to the public. This person will be able to show police recent data or footage with the minimum of delay when requested. This data or footage reproduction should be almost instantaneous.
2 The premises shall have installed a wall-mounted screen in a prominent position within the premises, so that patrons can view live-recorded CCTV footage.
3 No persons under the age of 18 will be allowed on the premises after 00.00 hrs.
4 A written or electronic refusal log must be kept at the premises to record all instances where service is refused or an incident has occurred and made available on request to a person under the direction and control of the Chief Constable, an officer of Blackpool Council or responsible authorities. This will include:
Time and date of the refusal or incident
Staff member who has witnessed the incident
Description of the person attempting to purchase or involved in the incident
5 A responsible person appointed by the licence holder will be available on the premises during the hours the licensable activity is taking place.
6 There will be at least 1 SIA registered member of door staff on duty at the premises from 1am until closing every Saturday and Sunday morning, and on any Bank Holiday, including Christmas Day, Boxing Day and New Year's Day.
7 A risk assessment will be carried out by the licence holder to consider the need for additional door supervisors at busier periods. At all times there will be adequate door staff at the premises as appropriate to this risk assessment.
8 There will be no boxing machines in operation at the premises.
9 Incident logs will be kept on the premises and will be available upon request to responsible authorities. These will detail all crimes, all ejections of patrons, any complaints received, any incident of disorder, all seizure of drugs/offensive weapons, any visit by relevant authority or emergency services.
10 Licensable activities and the facilities for licensed activities shall be conducted, designed and operated in a way that prevents the transmission of audible noise or perceptible vibration through the fabric of the building or structure to adjoining properties.
11 There shall be no external loud speakers.
12 Noise from plant of machinery shall not be audible at the nearest noise sensitive premises during the operation of the plant or machinery. Plant and machinery shall be regularly serviced and maintained to meet this level.
13 Clear and legible notices will be displayed at exits and other circulatory areas requesting patrons to leave the premises quietly having regard to the needs of local residents, in particular emphasizing the need to refrain from shouting and anti-social behaviour.
14 The responsible person on duty and any door supervisors will monitor the activity of persons leaving the premises and remind them of their public responsibilities where necessary.
15 Any outside area shall cease to be used by customers by 22.00 hrs. All tables and chairs in the outside area shall be stacked, secured and covered or removed by 22.00 hrs.
