Annex 2 - Conditions consistent with the Operating Schedule
1 No entertainment of an adult nature will take place on the premises.
2 Contingency plans will be in place for dealing with any major incidents as outlined in the Management of Health and Safety at Work Regulations 1999.
3 Risk assessments will be carried out by the licence holder for every event and shall be available for inspection by an authorised officer or a Responsible Authority.
4 In relation to any event the Premises Licence Holder shall follow the principles within The Event Safety Guide.
5 An appropriate number of stewards, SIA licensed security staff and/or police officers will be on duty for all events in accordance with a risk assessment and for events at which an attendance over 500 persons could be anticipated this must be agreed with Blackpool Safety Advisory Group.
6 The Blackpool Safety Advisory Group will have the right to veto any event, where it is anticipated 500 or more people will be attendance, if it is not satisfied that all reasonable safety measures have been implemented
7 Adequate arrangements for the provision of CCTV are to be approved by Blackpool Safety Advisory Group at least 4 weeks prior to the event commencement date.
8 Waste management will be the responsibility of the event manager and will include adequate provision for regular and safe disposal of rubbish.
9 Random searches will take place at entrances to the event at all times the event takes place. Alternative arrangements may be made with the express approval of Blackpool Safety Advisory Group at least four weeks prior to the event commencement date.
10 All stewards will be fully briefed before commencing work and will be made highly visible by wearing hi-vis jackets during events.
11 Provision of adequate facilities for refreshments, sanitary requirements etc, will be provided in accordance with the Event Safety Guide and such provision must be approved by Blackpool Safety Advisory Group at least four weeks prior to the event commencement date.
12 The licence holder shall ensure that adequate first aid provision (according to risk assessment) is available at all times events are taking place. First aid provision must be agreed by Blackpool Safety Advisory Group at least 4 weeks prior to the event commencement date.
13 There will be a clear, effective means of communication with the audience at all times and pre-determined announcements in case of an emergency.
14 In the event of strobe lighting or similar the audience will be notified before the start of the event.
15 There will be clearly advertised collection points for lost children, supervised at all times with fully briefed staff.
16 Stewards will marshal all crossing points of the tramway to the satisfaction of Blackpool Safety Advisory Group.
17 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the licence holder and the controlling mechanism will be operated from an area inaccessible to the public.
18 At the end of each event, whenever possible, announcements will be made to remind the public of the need to leave the area without causing annoyance, nuisance or disturbance to local residents.
19 The use of glass containers (including bottles) shall not be permitted. Beverages shall be served in their cans or in plastic or polycarbonate containers.
20 The licence holder and the DPS shall support and rigorously enforce the Challenge 25 Proof of Age policy. Any person who looks or appears to be under the age of 25 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: photo driving licence; passport; Proof of Age Standards Scheme Card; any other locally or nationally approved form of identification which may be introduced in the future.
21 Alcohol shall only be sold or supplied to persons attending the event. Except for the purpose of delivery, no alcohol shall be allowed to be taken into the site. Only alcohol bought inside the site shall be allowed to be consumed within the site.
22 Where there is reasonable suspicion that drugs, weapons, or unauthorised alcohol are being carried the licence holder or DPS shall ensure that outer clothing, pockets and bags of those entering the site are searched by a trained staff member of the same sex.
25 The site shall operate a zero tolerance drugs policy. Confiscated and found drugs shall be stored, transferred and disposed in accordance with procedures detailed in the event risk assessments.
26 Regular patrolling by the event stewards shall take place at all times the site is providing alcohol to ensure all incidents of crime and disorder drunkenness and anti-social behaviour are prevented and appropriately dealt with.
26 There will be wristbands for all Pride attendees with a separate colour for children. In the main arena children under the age of 14 must be accompanied by an adult. Young people aged 15-17 can access the main arena with their wristbands however volunteers will be designated to check wristbands, their behaviour and safety and ensure all conditions are being met.
27 In the Youth Pride arena children under the age of 11 must be accompanied by an adult.
28 An authorisation, signed and dated by the Designated Premises Supervisor, shall be kept on site showing all persons authorised by them to make sales of alcohol at the premises.
29 There will be a search policy in place with all bags checked prior to entering the site. In addition, where there is any reasonable suspicion that a patron is carrying drugs, either on entry or within the site, they will be subject to a search. Anyone refusing to be searched will either be refused entry or removed from the site.
30 A wristband system will be in operation with all patrons required to wear one while in the site. The wristband system will clearly show those who are over or under 18.
31 All staff who are on-duty at the premises, including all door supervisors, must have completed Action Counters Terrorism (ACT) Awareness e-learning training or its equivalent package.
32 In addition, the premises licence holder shall instruct all other contractors that it shall be a requirement of their contract to ensure that all staff in their employ who shall be working at the premises when licensable activities are taking place to undertake the ACT e-learning training or its equivalent.
33 There must be a documented security assessment, which must incorporate counter terrorism measures for the site. The assessment shall be routinely reviewed and must be reviewed following the elevation of the change of the national threat level. All reviews shall be documented.
34 The licence is only intended to be used on a limited basis for a maximum of three consecutive days in a calendar year and primarily for the Pride event. The licence holder shall notify the local Safety Advisory Group at least 3 months prior to any event taking place. They shall attend the SAG meeting a minimum of 2 months prior to the event taking place.
35 The licence holder will ensure that no one leaves the site in possession of any container of alcohol, whether open or closed.
