Annex 2 - Conditions consistent with the Operating Schedule
1 All staff involved in order processing and delivery will receive initial training on licensing law, age-restricted sales, and safeguarding before being permitted to work unsupervised.
2 Alcohol will be securely stored at the premises prior to delivery to prevent unauthorised access.
3 Quarterly Challenge 25 refresher training will be provided to all relevant staff and delivery drivers to ensure continued awareness and compliance.
4 Alcohol will only be sold through the business website and delivered directly to the verified purchaser.
5 There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any customer who appears to look under the age of 25 to produce a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or a photo driving licence or passport indicating that they are over 18 years of age, or any other nationally approved ID.
6 A record of all transactions will be maintained. The transactions record will contain the name, address, details of the order along with the requested time of the order. This shall be documented and available for inspection to Police officers or other authorised persons.
7 An online age-verification checker will operate at the point of sale to prevent underage purchases.
8 A Challenge 25 age-verification policy will be strictly enforced. Customers will be required to confirm their age at the point of online purchase.
9 Delivery drivers will require valid photographic ID from the recipient where the recipient appears under 25.
10 Alcohol will not be delivered to anyone under 18 or to third parties collecting on behalf of a minor.
11 Deliveries will be refused if suitable ID is not provided, and the refusal will be recorded.
12 Delivery drivers will require a signature from a person aged 18 or over before delivering goods. Proof of age will be required. This condition will not apply where this would be detrimental to public health (i.e. during a coronavirus pandemic).
13 All deliveries must be accepted by an individual in person (i.e. not left in a safe place or unsigned for, unless the above applies).
14 A refusals and incident log will be maintained and made available to responsible authorities upon request.
15 Delivery drivers will not deliver alcohol to third parties or leave alcohol unattended.
16 Orders will be refused where there is suspicion of proxy purchasing, intoxication, or unsafe conditions.
17 Any incidents of crime or suspected criminal activity will be reported to the Police where appropriate.
18 The licence holder will maintain effective communication with responsible authorities and act promptly on any advice or concerns raised.
19 Alcohol deliveries will be conducted in a safe and responsible manner, with drivers trained in appropriate conduct and customer interaction.
20 Delivery drivers will not enter premises where they feel unsafe and will withdraw from any situation that presents a risk.
21 The premises will not be open to the public and will not generate customer-related noise or disturbance.
22 Deliveries will be planned to avoid late-night disturbance to residential areas where possible. Drivers will be instructed to behave courteously, avoid loud noise, and not to loiter at delivery
locations.
