Annex 3 - Conditions attached after a hearing by the licensing authority
1 CCTV must be installed internally and externally at the premises and must comply with the following:
a. The CCTV system must be installed, maintained and operated to the reasonable satisfaction of Lancashire Constabulary. All public and external areas of the premises must be covered by the system. The system will incorporate a camera covering each of the main entrance doors, and each camera must be capable of providing an image which is regarded as identification standard in all lighting conditions.
b. The system must record all hours that the premises are open to the public
c. Recordings must display the correct date and time
d. Digital recordings must be held or a minimum period of 28 days.
e. The system must, as a minimum, record images of the head and shoulders of all persons entering the premises. Appropriate signage alerting customers to CCTV recording must be displayed in conspicuous positions on the premises.
2 A staff member who is conversant with the operation of the CCTV system will be on the premises at all times the premises are open to the public. This staff member will be able to show Police recent data or footage with the absolute minimum and to produce copies of any footage when requested.
3 The licence holder must notify the Police Licensing Unit on any occasion when the CCTV is to be inoperative for a period in excess of one working day and shall provide a certificate from a competent person stating the reason for the system being inoperative and the measures which have been taken to satisfy the conditions of the licence.
4 There will be no boxing machines in operation in the premises
5 There will be at least one SIA registered member of door staff on duty at the premises from 2am until closing every Saturday and Sunday morning, and on any Bank Holiday, including Christmas Day, Boxing Day and New Years Day
6 A risk assessment will be carried out by the licence holder to consider the need for additional door supervisors at busier periods. At all times there will be adequate door staff at the premises as appropriate to the risk assessment.
7 No persons under the age of 18 will be allowed on the premises after 23.00 hours.
