• Annex 1 - Mandatory conditions

   

  1              No supply of alcohol may be made under the premises licence -

   

  a)              At a time when there is no designated premises supervisor in respect of the premises licence,

   

  or

   

  b)              At a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  2              Every supply of alcohol under the premise licence must be made or authorised by a person who holds a personal licence.

   

  3              The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.

   

  An irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children -

   

  a.              Games or other activities which require or encourage, or are designed to require or encourage individuals to -

  i.              Drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or

  ii.              Drink as much alcohol as possible (whether within a time limit or otherwise);

  b.              Provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined by section 159 of the Act);

  c.              Provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less;

  d.              Provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependant on -

  i.              The outcome of a race, competition or other event or process, or

  ii.              The likelihood of anything occurring or not occurring;

   

  4              The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

   

  5              The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.

   

  6              The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. The policy must require individuals who appear to the responsible person to be under 18 year of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.

   

  7              The responsible person shall ensure that -

  a.              Where any of the following alcoholic drink is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures -

  i.              Beer or cider: ½ pint;

  ii.              Gin, rum, vodka or whisky: 25ml or 35ml; and

  iii. Still wine in a glass: 125ml; and

  b.              Customers are made aware of the availability of these measures.

  Annex 2 - Conditions consistent with the Operating Schedule

   

  1              All staff shall be suitably trained in the operating procedures for refusing service to any person who is drunk or is under age or appears to be under age.

   

  2              The outside smoking area will not be used beyond 21:00 hours or dusk, whichever is the earlier other than for smoking only. The licence holder or nominated person will ensure that the smoking area is regularly cleaned to ensure that all discarded cigarette butts are removed and properly disposed of.

   

  3              The licence holder and designated premises supervisor will ensure that any outside area included in the licence will be controlled in a safe and effective manner to the same standard operated within the premises building and will pay special attention to the impact that the use of the outside area has on the surrounding community.

   

  4              The will be zero tolerance of drugs.

   

  5              Only registered residents of the hotel and their guests and family will be served alcohol at the bar.

   

  6              The premises will not be open to the general public.

   

  7              The maximum number of persons (including staff) allowed at the premises shall not exceed 40.

   

  8              Seating for no less than 40 persons shall be provided in the premises at all times the premises are in operation.

   

  9              The bar and bar stock will be locked after bar service finishes.  No entry will be possible for guests to the bar area until next service.

   

  10              The exit door(s) will be fitted with a suitably constructed lobby to minimise noise outbreak from the premises.

   

  11              The handling of kegs, bottles, cleaning equipment, bottle disposal and similar items will only take place between 08:00 - 21:00 hours.

   

  12              The delivery of goods is restricted to 09:00 - 17:00 hours.

   

  13              The movement of bins and rubbish outside the premises will be kept to a minimum after 23:00 hours.

   

  14              All commercial waste collection will be arranged for after 08:00 hours.

   

  15              The licence holder or nominated person shall have a written age verification policy in relation to the sale or supply of alcohol.

   

  16              An age verification policy will be in place in relation to the sale or supply of alcohol.  ID will be asked for if the guest looks 21 or under.  All the guests are registered in the bookings book for inspection anytime.  Proof of age cards, photo driving licences, student cards and passports will be used to confirm age of guest.

   

  17              All bar staff supervisors and managers are trained on the legality and procedure of alcohol sales.

   

  18              Only adults are to be served from the bar area. No minor will be served except when accompanied by an adult, parent or guardian. Children are only permitted in the bar area when accompanied by an adult / parent or guardian.
