Annex 2 - Conditions consistent with the Operating Schedule
1 There are no restrictions on the supply of alcohol to residents.
2 Intoxicating liquor may be sold or supplied to restaurant patrons who are not resident at the premises but are seated in the restaurant partaking of substantial refreshment in the form of a meal, or who are attending a pre-booked event or function at which substantial refreshment or a buffet is provided.
3 Customers of the restaurant who may be supplied with intoxicating liquor shall be recorded in a bookings register. Such details shall include their full name and the total number of persons in their party.
4 The premises are to be equipped with a closed circuit television system, which meets the criteria detailed in Lancashire Constabulary's guidance document CCTV/AW1, and which is well maintained and fully functional during the hours the premises are open to members of the public.
5 On Easter, Spring, May and August Bank Holiday weekends, plus at Christmas and New Year, the opening hours of the premises and permitted hours for the supply of alcohol to non-residents shall be extended until 0130 hours.
6 Noise from any regulated entertainment will be inaudible at the nearest sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents or their guests.
7 The volume of amplified sound used in connection with entertainment shall at all times be under the control of the Licensee or Management and the controlling mechanism shall be operated from a part of the premises inaccessible to the public. Regular assessments of the noise coming from the premises during regulated entertainment shall be made and the noise level adjusted accordingly.
8 A sign shall be placed in a conspicuous location, requesting patrons to avoid causing noise nuisance or disturbance to local residents.
9 The placing of refuse such as bottles into receptacles outside the premises shall not take place after 21.00 hours in order to avoid disturbance to nearby premises.
10 All external windows in the function room to remain closed during regulated entertainment except in the case of an emergency.
11 On the Friday, Saturday and Sunday of Easter, May, Spring and August Bank Holiday weekends permitted hours for performance of live music shall be extended by one hour.
12 On Christmas Eve, Boxing Day and New Year's Eve, permitted hours for performance of live music shall be extended by one and a half hours.
