Annex 2 - Conditions consistent with the Operating Schedule
1 Intoxicants to be served to residents and their guests only.
2 Means of escape should be safe, free from any obstruction and checked prior to the public being admitted on the premises. Checks shall be documented and records available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
3 A fire risk assessment to be completed by a competent person and the significant findings made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
4 Any staff or responsible persons using the property shall receive training in action to be taken in the event of a fire or suspicion of a fire, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
5 An electrical fire alarm system to be provided incorporating sounders and manually operated call points, with automatic fire detection included in unoccupied areas, storerooms, common corridors, in which a fire could develop to the extent that escape routes could be affected before the fire is discovered. The fire alarm shall also be connected to any living accommodation to give early warning in case of fire. The fire alarm to be tested in accordance with BS 5839 part 1, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
6 Escape routes are to be indicated and illuminated by emergency escape lighting which is to be tested in accordance with BS 5266, this shall be recorded and records made available for inspection by a Fire Officer, Police Officer or authorised Officer of the Council.
7 A full health and safety plan for the premises must be available for inspection and held on site, the policy must include documented monthly health and safety inspections of the workplace by a competent person.
8 A full register of electrical equipment and test results must be carried out annually and documented evidence available for inspection (portable appliance testing results).
9 A full periodic inspection and test of the electrical installations must be carried out every five years or at intervals recommended by a competent person, documented evidence of the inspection and test must be available for inspection.
10 Documented evidence that all gas appliances on site are safe to use must be available for inspection and renewed on an annual basis.
11 Documented evidence must be available for inspection for the passenger and any goods lifts, to show compliance with the Lifting Operations and Lifting Equipment Regulations.
12 Workplace noise assessments must be carried out and documented evidence available for inspection.
13 An asbestos assessment relating to this premises must be available for inspection.
14 Noise from any regulated entertainment will be inaudible at the nearest noise sensitive premises or, at the discretion of the Local Authority, shall not exceed some other pre-agreed limit, which does not cause unreasonable disturbance to neighbouring residents or their guests.
15 All external windows and doors leading into the licensed area where regulated entertainment is provided should remain closed during provision of the said entertainment except when being used as an escape route in the event of an emergency.
16 Regular assessments of the noise coming from the premises during regulated entertainment shall be made and the noise level adjusted accordingly.
17 The placing of refuse such as bottles into receptacles outside the premises shall not take place after 2100 so as to prevent disturbance to nearby premises.
18 Notices are displayed at all exits and on the doors to the bar requesting that guests respect neighbours when entering and leaving the premises by keeping the noise levels down.
19 To prevent drinking in the street no bottles or glasses will be permitted to be taken out of the building.
20 A proof of age scheme will be in operation at the premises.
21 The premises licence holders to undertake the Compliance Course within 8 weeks.
22 All staff involved in the sale of alcohol to undertake as a minimum the BII level 1 course in responsible alcohol retailing, or such other course as may be agreed in advance with Weights and Measures within 8 weeks.
23 A CCTV system shall be installed and maintained in the bar and reception area in accordance with guidance issued by Lancashire Constabulary. Recordings made by the system shall be made available on request to a Police Constable or authorised officer.
24 The Licence holder is to support and rigorously enforce a Challenge 21 proof of age policy.
Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:
i. UK photo driving licence
ii. Passport
iii. Proof of Age Standards Scheme Card
OR any other nationally or locally approved form of identification which may be introduced in the future.
